The tasks of the Institute, the Ministry of Defense was delivered: to systematically approach the study of the prospects for the development of air defense, forms and methods of its combat application, the organization of air defenses of the country and the armed forces, to actively participate in the design of air defense armament, its tests, re-equipment of troops to a new technique; Expand work in the field of the formation of the concept and scientific and technical doctrine of constructing the country's antihosmatic defense. The task of developing prospective means of weapons was successfully solved, and a number of design bureaus began to implement a system of intercepting cosmic objectives. Soon in the NII-2, in accordance with the order of the Commander-in-law of the Federal State Administration of the USSR, Marshal S. S. In April 2006, the President of the Supreme Commander was approved by the Supreme Commander, the concept of air-space defense. "... Special attention should be paid to the strengthening of the country's air-space defense, combine existing air-friendly and anti-inflammation systems, preventing a missile attack and control of outer space. They must act under the Unified Strategic Command Management. " This task is set in the presidential message in October 2010.

In accordance with the approved concept of the Russian Federation, from December 1, 2011, it began to fulfill the combat missions for the protection and defense of the borders of the Russian Federation a new genus of the Armed Forces - the troops of the air-space defense of the Russian Federation.

Naturally, the fulfillment of the country's grandiose and responsibility of state tasks of building a system of the Russian Federation demanded their military-scientific justification, ensuring and maintaining. Therefore, the logical implementation of the provisions of the conceptual documents approved by the President of the Russian Federation was the creation of the Central Research Institute for Air-Cosmic Defense Forces (TsRNI). The institute was formed in accordance with the decree of the Government of the Russian Federation and the order of the Minister of Defense of the Russian Federation in March 2014.

The birth of the TsRNII, as well as other NIOs in the armed forces of our state, was a regular stage in the development of military science of air defense (WCR), as evidenced by the entire experience preceding the direct construction of modern air-space defense.

In the pre-war years, when samples of IWT air defenses were relatively simple in design and manufacture and, therefore, cheap, their development was carried out, as a rule, the OCB industry without performing an OCC in the adopted understanding. However, at the time, close attention was paid to the development of military air defense and role of military science in their creation. How is it proposed to preserve the existing scientific schools of NIITS (Moscow) and the NIC (Jubilee), which are part of the Central Committee of the VKO? It is obvious that the initiators of the proposed reform ignore the positive experience and the practice of military construction in our state, and their proposals flow out of conclusions understandable only.

Wouldn't it be that after a while the management of the Ministry of Defense is aware of the fear of the decision taken, but the actions to bring military science to the required structure in the Research Institute will be for one reason or another already irreversible? Any manipulations with military and defense structures should be carried out exclusively in the interests of the security of the country, and not for the sake of official interests.

A thorough objective study and analysis of the initiatives of the unnamed authors of the extreme "new" reforms of military science makes it possible to draw conclusions about the next number of possible consequences of the sudden reform of the newly created Central Committee in OCC (taking into account the nature and specifics of educational and scientific tasks):

The loss of the costly infrastructure of the Central Region and its modern laboratory test complex;
-There of unique scientific schools and qualified specialists in the field of construction of the Russian Federation;
- development of the established process of military scientific maintenance of the creation of the System of the Russian Federation, the development of the IWF administration, the restoration of which will require up to 10 years;
- Assignment of quality and an increase in the timing of the execution of the leading OCC and as a result, an increase in the timing of the creation of the System of the Russian Federation for five to seven years.
