The certificate of average (full) general education is issued by students who mastered the main general educational programs of secondary (full) general education in any form and past state (final) certification in the prescribed manner (hereinafter referred to as a graduate XI (XII) class).
The certificate of the average (full) general education for awarded gold or silver medal is issued to graduates of the XI (XII) class, awarded gold or silver medal in accordance with the Regulations on Medals "for special successes in teaching", approved by the order of the Ministry of Education and Science of the Russian Federation from February 25, 2010 N 140 (registered by the Ministry of Justice of the Russian Federation on March 30, 2010, registration N 16760), as amended by the Order of the Ministry of Education and Science of the Russian Federation of May 24, 2010 N 562 (registered by the Ministry of Justice of the Russian Federation June 30, 2010 G., registration N 17655).
4. Certificates are issued to graduates of the IX and XI (XII) classes of the educational institutions in which they passed the state (final) certification, on the basis of the decision of the Pedagogical Council of the educational institution.

Certificates are issued to graduates no later than ten days after the date of publication of the order about the end of the educational institution and the issuance of certificates
