Electronic queue of candidates for participation in the Program

To register on the official website of the Program in the electronic queue for subsequent participation in the competitive selection, the candidate must fill out an application and questionnaire.
After filling out the application and questionnaire, the candidate receives the date and time of registration to determine the serial number in the electronic queue.
Electronic queues are formed in accordance with the areas of training (training of scientific, pedagogical, medical and engineering personnel, management personnel in the social sphere) and levels of educational programs (master's, postgraduate, residency).

Rules and criteria for competitive selection

The selection of Program participants is carried out on a competitive basis.
A candidate can participate in the competitive selection if the following conditions are met:
1. A candidate for participation in the Program registered on the website, submitted an application and attached the required package of competitive documents on the website;
2. The Program Operator checked and confirmed the completeness and correctness of the competitive package of documents;
Competitive selection is carried out by the Program operator in accordance with the established quantitative values of the competitive selection criteria:
1. Experience professional activity in accordance with the qualifications obtained in an educational organization of higher education (additional point if you have experience);
2. Availability of publications on the results of research and development in scientific journals, indexed in the Scopus database or in the Web of Science database (for admission to specialties and areas of training within quotas for training scientific personnel) (additional point if there are publications);
3. Completion of training in a leading foreign educational organization in an educational program in the specialties included in
The list of winners of the next competitive selection is approved by a decision of the Program Supervisory Board.
Candidates who were unable to register and submit the required selection kit electronic documents, will not be allowed to participate in the competitive selection procedure.

Conclusion of the Agreement and receipt of a grant by the Program participant

The winners of the competitive selection, approved by the Program supervisory board, must enter into an Agreement on the provision of social support measures between the Program participant and the Program non-profit organization.

Candidates for participation in the Program, approved by the Supervisory Board of the Program with the condition of providing documents, must provide originals or notarized copies of competition documents before concluding an Agreement with the Program participant.

The grant is subject to transfer to the Program participant only after the Program participant signs an Agreement with the Program’s non-profit organization.

The grant is transferred by a non-profit organization of the Program to the bank account of a Program participant or, on behalf of a Program participant, to the account of a leading foreign educational organization.

Termination of the Agreement

In the event of unilateral termination of the Agreement for the reasons provided for in the Agreement with the Program participant, the Program participant sends to the Program operator a notice of termination indicating the reasons for termination of the Agreement.

Program participant reporting

The Program participant who is recognized as the winner and receives a grant under the Program reports to the Program operator during the training period. foreign university, as well as during work activities after graduation.

Violation of the terms of participation in the Program

The program pays for tuition at a university program in an approved specialization for master's, postgraduate and residency programs. Maximum grant amount: 1,381,800 rubles per year.
The participant is required to return to the Russian Federation a month after completion of training and work in accordance with the qualifications obtained for at least three years in one of the companies approved by the program.

Enroll in one of the top universities in the world from the list of foreign educational organizations (universities participating in the Global Education program) that implement educational programs in specialties and areas of training, the quality of education in which meets the best international standards, for an approved specialization in a full-time master's, postgraduate and residency program duration of at least one year.
Be a citizen of the Russian Federation;

Have no formal obstacles to fulfilling obligations to the program (return to Russia after completing training and getting a job according to the contract).

Global education - how to get advantages during competitive selection

What else is important in Global Education?

The Global Education Scholarship does not apply to students correspondence form training, exchange programs and double degree programs with the participation of Russian universities.

If basic education was received outside the territory, then it is necessary to go through the procedure for recognition of the diploma in accordance with Russian legislation. A diploma from a foreign university must be recognized in accordance with Art. 107 of the Federal Law “On Education in the Russian Federation” No. 273-FZ of December 29, 2012. According to this law, recognition of a foreign diploma is carried out in accordance with international treaties of the Russian Federation governing issues of recognition and establishment of equivalence foreign education. If the candidate’s diploma should fall under an international treaty on mutual recognition (list of foreign educational organizations, recognized by the Russian Federation, approved by Order of the Government of the Russian Federation dated September 19, 2013 No. 1694-r), then the education received abroad is recognized on the territory of the Russian Federation without undergoing additional procedures. If the candidate’s diploma does not fall under the scope of this agreement, then it is necessary to go through the recognition procedure - nostrification. Recognition of educational documents is carried out on the basis of the order of the Ministry of Education and Science of the Russian Federation dated December 24, 2013 No. 1391 in accordance with the Administrative Regulations of the Federal Service for Supervision in Education and Science (Rosobrnadzor). The selection of participants in the Global Education program takes place on a competitive basis.

If you have been admitted to several foreign universities that meet the terms of the program, then you can apply for a scholarship to several programs at once, indicating your priority university.

Citizens with dual citizenship, one of which is Russian, can take part in this program

If you are already studying at a foreign university that is included in the list of approved universities, in a specialty that also meets the program requirements, then you can take part in a scholarship competition. However, in this case, the scholarship will only cover the remaining part of the training. No compensation is provided for the previous period of study.

The student may attract other sources of funding if the Global Education program grant is not enough. In addition, a student can apply for a scholarship from Global Education if another grant is available. For example, if a university provides free training, but does not provide a stipend for living expenses, then a grant from Global Education will cover these student expenses

Additional conditions of the Global Education program

If the student fails to fulfill his obligations to the program, the participant will be required to pay a fine equal to twice the amount received.

If the organization in which you want to work upon return is not included in the list of employing organizations of the program, then the company can submit an application to the appropriate authorities for inclusion in the list of employing organizations. The list of these organizations is constantly updated.

Only 10% of program participants can get a job in organizations in Moscow and St. Petersburg, the rest will have to work in other regions of the Russian Federation.

You can change your job no more than twice within three years.

Global Education Scholarship is a presidential program to support students from Russia studying at foreign universities. Global Education is a blueprint government funding, in other words, the opportunity to receive money for study from the Government.
According to the idea of the project, the scholarship should cover absolutely all the student’s expenses - from the cost of training to the cost of food and transportation. The total annual payment can reach 2.76 million rubles. The program provides scholarships only for students of the best universities in the world - Cambridge, Yale, Harvard, MIT - however, the list is not limited only to top universities and includes almost three hundred universities.
At the moment, “Global Education” is the only opportunity for a Russian citizen to receive money from the state to study at a foreign university. But the most interesting thing about the whole project is that information about it has not yet been sufficiently disseminated, so the competition for obtaining financial coverage is quite small. Next, we will tell you how to participate in the Global Education competition and how to increase your chances of success.

Why was the Global Education program created?

First of all, it’s worth talking about why the presidential program was created in the first place. After all, we are talking about very large sums that are given to the student free of charge, so what is the logic?
In fact, the answer to this question is obvious: the state finances its own development in this way. The entire scholarship fund is aimed at training specialists in five priority areas: medicine, science, engineering, education and social management. Since, alas, in Russia there are certain problems with these areas, and not all domestic universities can provide quality education in these specialties, the most obvious way out is to send best students abroad.
Students who receive the scholarship are expected to help innovate and improve social and scientific sphere in the country. In order for the investment to pay off, scholarship holders are subject to one requirement: mandatory employment in one of the partner companies for a period of 3 years. In other words, the student who receives funding undertakes to work for some time in his home country. Thus, instead of costly development educational system, which is impossible in a short time, the state invests in citizens and, consequently, in its own economy.
In fact, the Global Education program guarantees not only free education at the best foreign universities, but also further employment. Of course, the obligation to return to Russia may confuse some students, but when making a decision, you need to understand that, most likely, you will have to return regardless of whether the student studies at his own expense or at the expense of the state: in developed countries the labor market is very active, and local students have an advantage, while foreigners find good job and staying in the country is much more difficult. Returning to Russia under the Global Education program, a graduate with a foreign diploma has more than real opportunities not only build a career, but also make life in your country better.

The Global Education scholarship is designed for a very wide group of Russians.
The first requirement for a candidate is to have a higher education, that is, a bachelor's or specialist's degree. Thus, you can receive a Global Education scholarship only for studying in foreign master's degree or graduate school. According to many experts, this is a rather wise policy, since post-graduate education abroad is of very high quality and allows one to perfect the skills acquired during a bachelor’s degree.
The second and probably the most important requirement is independent admission to one of the leading universities abroad in priority areas. To participate in the competition, a candidate must have a certificate of enrollment from a university on the list for a program that falls into one of five categories - medicine, engineering, education, science and social administration. In fact, these categories include a huge variety of specializations - from robotics to cultural management. At the same time, most universities participating in the program do not have high requirements for applicants. To enter 80% of the universities on the list, it is enough to have GPA about 4.0 out of 5 and know the language of instruction (in most cases English) at the Upper-Intermediate level.
The third condition is the absence of a criminal record and official problems with the criminal code. Only those who have been officially found guilty of a criminal offense fall under the category of convicted persons; administrative violations are not considered.
In fact, the group limited by these three criteria includes almost all graduates of universities who own foreign language and found enough motivation for further learning. There are no age, ethnic or any other restrictions on applicants: any citizen of the Russian Federation with a higher education at any age can apply.

What professions are not included in the program?

Alas, graduates with diplomas from most humanities faculties do not have direct access to the Global Education scholarship. Since the program is limited to a specific list of specialties, although quite broad, many faculties were not included in the list. It is impossible for students with diplomas in sociology, linguistics, art history, philosophy, economics, law and other typically humanitarian specialties to receive funding to study in their specialty. However, even humanists have a chance to participate.
Since the list of programs in the “Social Management” direction includes quite a lot of people close to humanities programs, graduates of the above faculties can enter a foreign university for programs close to their specialty. For example, a sociologist can enroll in the “ Social policy”, the financier - for the “Health Economics” program, and the art historian - for the “Cultural Heritage Management” program. Moreover, this is absolutely real, since many foreign universities are happy to accept students even with a significant difference between the previous education and the chosen course: especially in this regard, it is worth paying attention to the USA and the UK. Thus, the Global Education scholarship is available to almost all undergraduates.

Who can receive the Global Education Scholarship?

Even though the competition for the Global Education scholarship is quite small, not everyone receives funding. The award decision is made based on specific indicators, which are described below in order of priority:

-Place in the electronic queue. Oddly enough, the most important criterion when calculating a student's rating is the date of application. Most high rating those candidates who applied earlier than anyone else have. Therefore, in order to be sure to receive a scholarship before the start of your studies, you must submit your application as early as possible. But, since the scholarship is awarded in 4 phases each year - deadlines are spread across March, June, August and November - in order to increase your chance of success, you only need to register at the end of any of these months.
-Study abroad. The candidate's rating will also increase if he studied or is studying at the time of application at a foreign university. That is, funding can be obtained even remotely, for example, in the second year of a master's degree abroad, while studying in the first - it is precisely these students who will be given second priority.
-Professional experience. When selecting fellows, the commission takes into account the background of the participants, including professional ones. In this regard, priority may be given to already experienced candidates who have worked in their specialty for several years. Therefore, unlike others scholarship programs, in the Global Education competition, age can be an advantage rather than a barrier.
-Publications in scientific journals. Candidates who have publications in authorized scientific journals at the time of entry will receive an additional bonus in the competition. However, if a student does not have them, his rating does not decrease - after all, only a small part of candidates can boast of scientific articles, and the rating from their presence does not increase so much (at least 2 times less than with a long term registration).

How to get a scholarship? - Step-by-step instructions

Registration. The first step to receiving government funding is registration on the official website. To register, the candidate must indicate his first and last name, email and password. After registration, the student receives an email asking him to confirm his email address.
Filling out the form. The scholarship application form is filled out online: the candidate only needs to enter the required data in personal account and click the “Receive registration in the electronic queue” button. Required information includes passport data (both civil and foreign passports), SNILS and TIN (if available), information about previous education, information about professional experience and publications in scientific journals.
Supporting documents. Upon completion of the application, the student is assigned a place in the electronic queue and given time to upload scans of supporting documents. The required documents include a Russian passport, a foreign passport, diplomas and certificates indicating previous education, a work record book (if available), a certificate of no criminal record, a letter of admission to the university and an invoice for tuition fees (if it is paid).
Waiting for the commission's decision. Once all supporting documents have been sent, the candidate can only wait. The list of students who received a scholarship is published within a month after the completion of the next stage of the competition.
Obtaining funding. If the candidate is lucky enough to find his name on the list of winners, then his further actions are very simple: signing the agreement for the award of the scholarship, which specifies the conditions and obligations of the scholarship recipient to the sponsor, and then - the formalities necessary immediately before the student departs for another country - visa, air tickets and other responsible, but very pleasant steps.

"Global Education" 2017–2025

In some ways, the 2013-2016 Global Education program can be called a failure: there were more scholarships than there were suitable candidates. Fortunately, this does not demotivate the authorities, but, on the contrary, forces them to extend the program to fully realize its goals. The second round of the Global Education project was launched in 2017 and is planned to be extended until 2025. Thus, in 2016, federal funding did not end at all, but only began to develop. Russian students still have the opportunity to go abroad to the best university completely free of charge, and it is simply impossible not to take advantage of this opportunity.
