Production Calendar (PC) - This is an unofficial document, which, taking into account the norms of legislation, facilitates the regulation and accounting of working hours in the current year. In 2018, the main legal and accounting portals published 2 types of PCs: for 5-day and 6-day working weeks. Every year, the procedure for compiling a PC is secretly based on the norms of the Ministry of Health and Social Development of the Russian Federation.

PC can be used both in paper and in electronic format. The second is preferable, because:

Clarification of working hours
Art. Art. 91 and 92 of the Labor Code of the Russian Federation normalized working hours for certain categories of workers:
- generally accepted - 40-hour work week;
- for company employees up to 16 years old - up to 24 hours / week .;
- from 16 to 18 years - up to 35 hours / week .;
- for disabled people of 1 and 2 degrees - up to 35 hours / week .;
- for workers of hazardous and heavy industries - up to 36 hours / week.
There are also special modes for students and part-timers. According to the Labor Code of the Russian Federation and order of the Ministry of Health and Social Development No. 588n of 08/13/09, any company by collective agreement can set a different working time, which cannot exceed the maximum established by the Labor Code.
Important!
- In organizations with accumulated time accounting for periods equal to a month or a year or another period of time, their rate of the day, week and month is calculated based on the norms of the work period established in the Labor Code of the Russian Federation.
- When summarizing overtime, work on holidays and weekends during this period will not be recognized. Such processing is recognized beyond the time period.
- So, if the period is the 3rd quarter of 2018, then the norm will be 520 hours. So, overtime is recognized as worked hours from 521 hours.
- It is worth noting that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays / weekends will have to be made in double size.
But in any case, the daily rate is calculated from the standard assumption about the duration of the week - 5/2. Even if the organization is 6 days old. The norm is calculated by dividing the weekly time by 5:
- 40 hours / 5 \u003d 8 hours
- 36 hours / 5 \u003d 7.2 hours
- 24 hours / 5 \u003d 4.8 hours
- Etc.
The standard version of the production calendar takes into account all the working hours stipulated by the Labor Code of the Russian Federation. The accountant can only find out the employee category in order to calculate his salary.
The monthly rate (MN) is calculated based on the daily (NAM):
NAM * number of working days in a month \u003d MN,
if a month is expected to decrease the working day due to the subsequent holiday, then the number of hours of reduction is deducted from the MN.
For example, the monthly norm of working time in November 2018 at a 5-day (40-hour) week:
(40h. / 5) * 21 \u003d 8 * 21 \u003d 168 hours.
The annual norm of working hours is calculated by the formula:
N * * the number of working days in a year - hours of "decrease"
Holidays and calendar days
So, what kind of holidays await us in 2018 and which days will be shortened before these holidays will be described in detail below.
Holidays
So, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.
But Russia is a multiconfessional country, and holidays for its citizens may differ. Therefore, and Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law “On Freedom of Conscience of Religious Associations” stipulate that the authorities of the constituent entities of the Russian Federation may declare holidays and other days taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. Holidays of the subject are included in the PC of this subject and affect the rate of working time.
Holiday day off
Part 2 of Article 1112 fixes: if the holiday fell on a non-working Saturday or Sunday, then instead of this day off one more day of rest is provided - the next working day. This rule is valid for all time except the New Year holidays. So, November 4, 2018, National Unity Day is Sunday, so the days off will be November 3, 4 and 5.
In accordance with Art. 113 it is forbidden to involve employees in work on holidays. It is easy to remember this using a PC: the dates are highlighted and when you hover over them, tooltips or warnings appear.
Shortening the day before the holiday
In addition to holidays, holidays are also marked on the calendar with a note about the mandatory reduction of the working day by one hour (according to article 95 of the Labor Code). The “smart” PC will also take into account the days of transferring holidays from a weekend to a weekday.
Weekend transfers in 2018
There are many holidays in the Russian Federation, and sometimes these days are not very convenient for citizens. In order to optimize the rest time, the legislator in the same article 6 of the Labor Code of the Russian Federation provided for the possibility of transferring holidays to other days. It is drawn up by the annual Decree of the Government. From the New Year holidays, you can transfer no more than 2 days, which has been done for several years in a row.
In 2018, the transfers will be as follows:
- From Saturday January 6th to Friday March 9th
- From Sunday January 7th to Wednesday May 2nd
- From Saturday April 28th to Monday April 30th
- From Saturday June 9th to Monday June 11th
- From Saturday December 29th to Monday December 31st
All transfers became officially known in the fall of 2017, but adjustments are still possible, keep this in mind.

A few more words about the calendar
What data can be seen on the production calendar
PC - an unofficial document, its introduction and use is not regulated by law. However, in essence, a PC is a reflection of some articles of laws on a regular calendar.
In addition to, in fact, the usual calendar with notes on working days, weekends and holidays (official and national) days, the PC includes:
- tables with calculated norms of working / non-working time for months and quarters,
- numerical information on the number of workers and days off in each reporting period (from month to year),
- information on transfers of holidays and on reducing the length of the working day in front of them.
Who needs a calendar
The working population of the Russian Federation almost always turns to the PC when planning a vacation.
Accountants using a PC calculate disability benefits, vacation pay, salary. Full accrual occurs when the working hours in the month are met. Proportional accruals will be made in the case when the employee did not work for the whole month.
In the "gray" PC companies use personnel officers, who are usually responsible for calculating part of the salary "in envelopes". They also draw up work and shift schedules based on it, consider the number of vacation days to which the employee is entitled.
The rest of the population learns from the PC about professional and other holidays, weekends; uses other information.
A production calendar is indispensable for an accountant, so it should always be in sight.

The importance of a production calendar is hard to overestimate. The information contained in it is useful and necessary for both professionals and ordinary citizens.
What is in this document? First of all, official data on how many weekends, working days and holidays per year. It also details the working time norms that apply throughout the Russian Federation.
The production calendar for 2018 involves a five-day work week.
In total, 247 working days (1970 hours) and 118 days off are planned in 2018.
The longest weekend for New Year is 10 full days. Following in duration, March and May Day holidays - 4 days each. Scheduled for 3 days of rest on February 23 (Defender of the Fatherland Day), July 12 (Russia Day) and November 4 (National Unity Day).
Victory Day, which is celebrated annually on May 9 this year, falls in the middle of the week and involves only one holiday.
For ease of perception, we allowed to break the calendar quarterly and monthly. We hope that the information provided will more quickly solve professional issues for accountants, personnel officers and more.
Holidays and transfers of the weekend in 2018
In 2018, non-working holidays in the Russian Federation are:
- January 1, 2, 3, 4, 5, 6, and 8 — New Year holidays (as amended by Federal Law of April 23, 2012 No. 35-FZ);
- January 7 - Nativity of Christ;
- February 23 - Defender of the Fatherland Day;
- March 8 - International Women's Day;
- May 1 - Holiday of Spring and Labor;
- May 9 - Victory Day;
- June 12 - Day of Russia;
- November 4 - Day of National Unity.
For the purpose of rational use by employees of days off and non-working holidays, the Government of the Russian Federation, in accordance with Article 112 of the Labor Code, is entitled to postpone days off to other days. On the basis of Article 112 of the Labor Code, if the day off coincides with a non-working holiday, then in the production calendar it is transferred to the next day after the holiday.
Transfer of days off, provided for by the Decree of the Government of the Russian Federation “On the transfer of days off in 2018” dated October 14, 2017 No. 1250:
- from Saturday January 6 to Friday March 9;
- from Sunday January 7 to Wednesday May 2;
- from Saturday April 28 to Monday April 30;
- from Saturday June 9 to Monday June 11;
- from Saturday December 29th to Monday December 31st.
At the same time, Saturdays April 28, June 9, December 29, 2018 will be working days reduced by 1 hour.

How to calculate your work time in 2018 with a six-day work week
For organizations with a five-day and six-day workweek, the calculation process is the same.
Attention! Companies with a six-day work week calculate the working hours in 2018 on a five-day basis.
However, if you multiply the working days by the working hours, then the obtained number of working hours per month during a six-day week may not correspond to the number of working hours per month during a five-day period.
For example: Take October 2018. The norm of working hours this month for a five-day week is set at 184 hours.
And what happens with a six-day day: (23 working days * 7 working hours) + (4 Saturdays * 5 working hours) \u003d 181 hours.
What to do with discrepancies? Nothing to do with them. This is just a purely arithmetic discrepancy. According to Art. 129, Art. 99 and Art. 91 of the Labor Code of the Russian Federation, where the concepts of salary and overtime work are spelled out, these differences can in no way affect the employee's salary. But the accountant of the company with a six-day schedule must keep accurate data.

For ease of use, the production calendar contains both quarterly information on the number of working days and days off, and information for each month. In other words, the production calendar for 2018 is a universal document that can become the main one for the rational distribution of working hours and when maintaining the time sheet in the next year.

Approval of the production calendar for 2018
As an official document, the production calendar for 2018 is not approved. There is neither a federal law, nor a government decree, an appendix to which would be available for viewing and downloading the production calendar for the next year.
At the same time, Article 112 of the Labor Code of the Russian Federation defines non-working holidays, and by Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 “On the postponement of holidays in 2018”. These regulatory legal acts are the main for the formation of the production calendar for 2018 with weekends and holidays.
Non-working holidays in 2018 according to the Labor Code of the Russian Federation
Non-working holidays in the Russian Federation are:
- January 1, 2, 3, 4, 5, 6 and 8 - New Year;
- January 7 - Nativity of Christ;
- February 23 - Defender of the Fatherland Day;
- March 8 - International Women's Day;
- May 1 - Holiday of Spring and Labor;
- May 9 - Victory Day;
- June 12 - Day of Russia;
- November 4 - Day of National Unity.
As you can see, the weekend of January 6 and 7 (Saturday and Sunday) of 2018, coinciding with non-working holidays, was postponed to March 9 and May 2, respectively. Rest days from Saturday April 28th, Saturday June 9th and Saturday December 29th are rescheduled for Monday April 30th, Monday June 11th and Monday December 31st, respectively. With these transfers in mind, the 2018 calendar provides for six long weekends and holidays:
- from December 30, 2017 to January 8, 2018 inclusive (10 days of the New Year holidays);
- from February 23 to 25 (3 days on the occasion of the Defender of the Fatherland Day);
- from March 8 to March 11 (4 days - International Women's Day);
- from April 29 to May 2 (4 days for the Festival of Spring and Labor);
- from June 10 to 12 (3 days to celebrate Russia Day);
- from November 3 to 5 (3 days dedicated to the Day of National Unity).
Five-day and six-day workweeks: working hours in 2018
In the rhythm indicated above in 2018, everyone who is engaged in the "five-day period" will work. For those working on a six-day week, March 9, April 30, June 11, and December 31, 2018 will remain working days, since the weekend is scheduled to be postponed from Saturdays that coincided with non-working holidays, and Saturday is not a day off for six days. Therefore, the number of working days, weekends and holidays for these labor regimes in 2018 will vary.

Standards of working time in 2018
The norm of working time for certain periods of time is calculated according to the calculated schedule of a five-day working week with two days off on Saturday and Sunday based on the following duration of daily work (shift):
