Full-time university and technical school students do not have the opportunity to earn a living due to lack of time. That is why the state has provided social benefits to students.

Social scholarship recipients

There are several types of social support measures from the state:

    • State scholarships: social, academic, scholarships for graduate students, residents, assistant trainees, scholarships of the Government of the Russian Federation, increased scholarships of the President of the Russian Federation;
  • Non-state scholarships: personal scholarships awarded by regional authorities or local governments, legal entities or individuals, scholarships for students of preparatory departments of federal universities, studying at the expense of the federal budget;
  • Financial assistance to students.

In accordance with the law, a scholarship is an amount designed to encourage a student to educational process. And its social appearance serves to support low-income segments of the population - students.

Who is entitled to receive state academic scholarship:

State scholarships for graduate students, residents, and assistant trainees are assigned depending on the success of mastering the training programs for scientific and pedagogical personnel in graduate school (postgraduate studies), residency programs, and assistantship-internship programs based on the results of the interim certification.

The scholarship of the President of the Russian Federation and the Government of the Russian Federation is regulated by the relevant regulations. For example, undergraduate and graduate students who have achieved outstanding success in their studies or research can count on such a scholarship. Students studying full-time at universities in training programs corresponding to priority areas of modernization and technological development of the Russian economy may also be awarded such a scholarship. This also includes scholarships for young scientists and graduate students carrying out promising scientific research and developments in priority areas of modernization of the Russian economy.

Conditions for receiving a social scholarship in 2019


Until 2017, social protection was responsible for processing this payment. The family documented that it had one or another preferential basis.

Currently only educational institution has the right to apply for a social scholarship.

It is assigned to the student by an administrative act of the head of the organization in which he is studying, from the date of submission to the educational organization of documents confirming the student’s inclusion in the preferential group. Payments are interrupted in the month of termination of the scholarship. If the document confirming the preferential basis for the appointment of such a scholarship is indefinite, then payments are made until the end of training.

In the case when a student received state social assistance and was assigned a social scholarship, the basis for the start of payments will be the administrative act of the head of the educational organization, from the day the document confirming receipt of social assistance is provided. The scholarship is awarded for one year from the date of receipt of state social assistance.

Important! If the student is on academic leave, maternity leave, or parental leave, the state social scholarship continues to be paid.

Required condition: the student has not been expelled from the educational organization.

The amount of monthly social benefits for students in 2019 is: at least 809 rubles in secondary educational institutions vocational education and at least 2227 rubles in educational organizations higher education. This amount is minimal; the administration has the right to increase the amount if funding educational organization this allows.

In addition, an increased social scholarship can be awarded to 1st and 2nd year students if they:

  • have excellent or good grades;
  • under 20 years of age and having only one parent who is a group I disabled person.

State academic and advanced scholarships, their purpose

An academic scholarship, unlike a social one, directly depends on grades at intermediate certifications: it is awarded only in the absence of C grades or academic debts. Upon admission, all full-time state employees receive it before the first intermediate certification (session).

If an exam or test was missed for a valid reason, you must provide a document confirming this fact.

The monthly payment starts from RUB 1,484. for students receiving higher education, and from 539 rubles. for students receiving secondary vocational education. Each university has its own procedure for increasing it (for every five), which is regulated by local regulations.

Full-time students studying at a university are awarded an increased state academic scholarship for special achievements. At the same time, the citizenship of the student does not matter; the student can also be a stateless person. At the same time, the categories of achievements are clearly designated by Order of the Ministry of Education and Science dated December 27, 2016 No. 1663. Thus, for example, an increased academic scholarship can be awarded if a student received only “excellent” grades for two intermediate certifications in a row, or received awards for results during the year project activities or design activities, or the student has publications in scientific all-Russian, international publications, or the student systematically participated in socially significant activities throughout the year, etc. Achievements may relate to sports activities. cultural and creative, social, scientific research.

Payment decision increased scholarship hosted by the academic council and student body. They take into account the academic and social benefits already received by the student. At the same time, the number of students receiving an increased academic scholarship should not exceed 10% of the total number of students with such a scholarship.

This money is paid by the scholarship fund of the educational organization. It receives money from the federal budget.

State scholarship for graduate students, residents, assistant trainees

This scholarship is awarded to graduate students, residents, and assistant trainees if the following conditions are met:

  • full-time training at the expense of budget funds;
  • absence of academic debt and “satisfactory” grades based on the results of interim certification.

At the same time, just like an academic one, such a scholarship is paid to all graduate students, residents, and assistant trainees of the first year of study until the end of the first intermediate certification, subject to full-time study on a budgetary basis.

The amount of the scholarship for graduate students cannot be lower than 2921 rubles, for graduate students in programs for training scientific and pedagogical personnel in areas determined by the Ministry of Education and Science of the Russian Federation - 7012 rubles, for residents - 7441 rubles, for assistant trainees - 2921 rubles.

Other types of Russian scholarships

Undergraduate and graduate students can apply for a government scholarship (5,000 rubles monthly):

    • students in higher education programs;
    • in educational organizations under the jurisdiction of federal government bodies;
    • students studying in specialties or priority areas of modernization and technological development of the Russian economy.

    The scholarship is awarded at least twice a year within the quota. In accordance with the Regulations on the appointment of government scholarships, students must meet the following criteria:

    • receipt by a student or graduate student of at least 50% of the “excellent” grades from the total number of grades received in the absence of “satisfactory” grades received based on the results of the interim certification preceding the award of the scholarship;
    • achievement by a student or graduate student of certain results within 2 years (receiving an award for conducting research work, receiving a grant for conducting research, winning a international olympiad etc.);

At the federal level, a presidential scholarship is also provided. The procedure for its appointment is similar to that of the government, and the maximum payment amount reaches 22,800 rubles.

Presidential scholarships include:

  • scholarships for students and graduate students of educational institutions of higher professional education who have achieved outstanding success in their studies and scientific research. The scholarship amount for students is 2,200 rubles, for graduate students - 4,500 rubles;
  • students studying full-time at universities in specialties or areas of training corresponding to priority areas of modernization and technological development of the Russian economy. The scholarship amount for students is 7,000 rubles, for graduate students - 14,000 rubles;
  • young scientists and graduate students carrying out promising scientific research and development in priority areas of modernization of the Russian economy may be awarded a scholarship in the amount of 22,800 rubles.

In certain regions, there are governor's scholarships for full-time students studying at "4" and "5", as well as those involved in sports, science or art.

Important! Both Presidential and Government scholarships cannot be awarded at the same time.

In what cases is one-time financial assistance provided?


One-time financial assistance to students is a one-time payment due to current circumstances, provided to a full-time student regardless of his grades and participation in public life.

The student is entitled to her appointment if:

  • a close relative died;
  • a child was born;
  • one of the family members needed expensive treatment;
  • there was a fire, an accident, his money was stolen, etc.
The amount of assistance is two academic payments, but can be increased by decision of the university commission. The amount is subject to income tax.

The following have priority rights:

  • students with disabilities;
  • orphans, persons from large or low-income families;
  • pregnant women or raising children without a father;
  • arrived from other cities.

The collection and initial verification of documents of students studying in higher education programs is carried out by the Social and Welfare Committee of the Student Council studying in secondary vocational education programs - the corresponding colleges.

The Social and Welfare Committee collects documents from Monday to Friday from 13.20 to 14.00 3rd building office. 463; additionally for master's students - on Thursdays from 19.00 to 19.30.

Payments to full-time students

Social payments to full-time students are formed from budgetary funds of the Russian Federation and the scholarship fund of the educational institution.

State academic scholarships are paid only to full-time students on a budgetary basis. The amount of the scholarship is indicated in the order of the rector of the educational institution. It cannot be less than the basic amount of the scholarship established by the law of the Russian Federation (for 2013 it is 2100 rubles).

The results of the examination session determine the amount of the state scholarship (except for first-year students in the first semester). For students who have excellent grades, the scholarship increases significantly (at MSU by 25%).

Successful students who have good and excellent results during the examination session can count on a state scholarship.

Procedure for paying scholarships to students:

  • If the student’s session was extended for a valid reason and he passed it on time, the scholarship is awarded as usual;
  • If a student returns from academic leave, taking into account the results of the session preceding the leave, a state scholarship is awarded;
  • The state scholarship is paid to a student who has been reinstated after expulsion for a valid reason;
  • If a student is expelled, the state scholarship is not paid from the first day of the month following the expulsion.

State social scholarship

Today it ranges from 730 to 2010 rubles. The following students are eligible for this scholarship:

  • Orphans, children without parental care;
  • Disabled people of groups I and II, disabled since childhood;
  • Disabled people and combat veterans;
  • Victims of the accident at the Chernobyl nuclear power plant and as a result of other radiation disasters;
  • Children from low-income families.

The abovementioned students must provide the scholarship committee with the documents that confirm their membership in these categories.

The procedure for paying a social scholarship:

  • If a student has a debt during the examination session, payment from the state social scholarship will resume only after its liquidation from the moment when payment was suspended;
  • If a student is expelled, the scholarship will cease to be paid.

A social state scholarship does not exclude the student’s right to receive a state academic scholarship.

Payments to orphan students

In addition to the state social scholarship, the following payments are provided to orphan students:

  1. Providing food (monthly payment 183 rubles);
  2. Providing clothing and shoes (annual payment 30,240 rubles);
  3. One-time cash benefit (500 rubles upon graduation);
  4. Allowance for the purchase of stationery and textbooks (annually 6,300 rubles);
  5. Reimbursement for travel on public transport (monthly 580 rubles);
  6. Reimbursement for travel to your place of permanent residence (annually);

Orphans have a priority right to move into a dormitory, where they live without paying.

The accrual of scholarships for a student on academic leave ceases until the end of the leave.

Financial assistance to students

Financial assistance is social support for students who need financial assistance for some serious reason, in the form of a payment that does not depend on the student’s academic performance.

Financial assistance is paid to the student under the following circumstances:

Also among social payments to students are:

  • , which is appointed for one semester based on the results of the faculty scholarship committee according to the following criteria:
    1. Recognition of the student as a winner of Olympiads, competitions that were held for two years before the increased scholarship was awarded;
    2. The student’s achievements in social, research, cultural, creative and sports activities (awards, grants, publications, advocacy, sports awards, participation in significant events).
  • Special State Government Scholarship Russian Federation is provided for students who have proven themselves highly in academic and scientific activity(for graduate students 3600 rubles per month, for students 1440 rubles per month). Maternity payments to students

They pay not only to budget students, but also to commercial students. For a student studying on a budget who receives a state academic scholarship, the amount of the benefit is the same as the scholarship. Thus, the scholarship is doubled. For commercial students, the amount of the benefit should not be less than the amount of the scholarship established by law (2100 rubles).

When providing a certificate of pregnancy (up to 12 weeks), the student can count on additional benefits.

Compensation payments to students

If a student studies on a budget and is on academic leave for medical reasons, then he is assigned compensation payments.

They are paid at 50 rubles monthly, and in areas with regional coefficients, the size of the payment is set taking into account the corresponding coefficient. The actual stay of the recipient during the vacation does not affect the established amount of payment.

Also educational institutions may pay additional compensation to students at the expense of these institutions.

Preferential travel for students

The following discounts apply to travel for students:

  • Discounts on commuter travel are available to full-time students. They are valid from September 1 to December 31 and from January 1 to June 15 inclusive. Student ID is a document for receiving benefits;

Academic scholarship

Social scholarship

If a university student receives arrears on exams, the accrual of benefits will be suspended. Payments are terminated due to deduction or termination of the basis for benefits.

The social scholarship is as follows for 2017 students:

  • 730 rubles per month for students in secondary vocational education programs;
  • 2010 rubles per month – for students in specialist, master’s and bachelor’s programs.

This is the minimum amount of payments from the state treasury, which does not take into account regional coefficients and allowances from the university’s own budget.

There are some nuances regarding this type of support:

  • State-funded students full-time department first and second year students who study without grades, take an active part in the life of the educational institution, can receive increased payments in the amount of up to 6,307 rubles.

Postgraduate Scholarship

Graduate students, doctoral students, interns and residents also receive a monthly allowance of at least 2,637 rubles. Financial assistance: general information

The legislation provides for various types of financial assistance for students in difficult financial and life circumstances. If you have a low income or are eligible for government benefits, you can receive regular and increased social scholarships. Some universities also provide one-time financial assistance for special occasions, such as a wedding or the birth of a child. Orphans are entitled to special benefits and compensation.

The minimum amount of social scholarships is established by the Federal Government in the amount of 2,227 rubles, but this amount may be subject to supplements from local authorities, university administrations and charitable foundations. The amount of one-time financial assistance is determined individually depending on the student’s situation, the university’s budget and its internal rules.

You can apply for a social scholarship at the scholarship commission with a certificate from social security or the MFC. To obtain a certificate, you need to provide the following documents to the social security authorities:

  • passport;
  • certificate from the university;
  • certificate of registration at the place of residence from the Federal Migration Service or MFC;
  • a certificate of ownership of property from the Unified State Register, which shows the presence or absence of property rights to real estate (required to receive many government benefits and subsidies; can be ordered through the MFC or Rosreestr);
  • document confirming income;
  • a document confirming the right to benefits (death certificate of parents, certificate of disability, birth certificate of a child, etc.).

One-time financial assistance to students is subject to personal income tax at the basic rate (13%). For example, if a university has awarded you one-time financial assistance in the amount of 9,000 rubles, they will give you only 7,783 rubles, and union payments may also be withheld from this amount. Regular scholarships and monthly social security payments are not taxed.

State social scholarship is intended for those who find themselves in tight financial circumstances

State social scholarship

Who can receive: students belonging to socially disadvantaged segments of the population, as well as those entitled to government benefits.

These include:

  • orphans and students left without parental care, including if their parents died after starting their studies at the university;
  • disabled children, disabled people of the 1st and 2nd groups, including persons who became disabled during hostilities;
  • persons affected by radiation disasters;
  • contract soldiers who have served for at least 3 years;
  • students from low-income families.

Conditions for receiving: no debts on exams and tests. Student grades do not affect the payment. The social scholarship is paid for a year, after which it must be reissued. The conditions for receiving financial assistance to students are fully described in the regulations of 2014 (Resolution “On scholarships and other monetary payments to students and doctoral students”).

Documents: are provided to the trade union committee depending on the grounds for receiving financial assistance to students. For example, if a student lives in a low-income family, he will need to submit documents confirming that the average per capita income per family member is less than the subsistence level (for Moscow - 15,300 rubles).

To receive a social scholarship in 2018, you will need the following documents:

  • certificate of family composition;
  • certificate of income of all family members for the last six months (for example, 2-NDFL);
  • a certificate from the social protection authorities about the existence of the right to social assistance;
  • certificates confirming the “preferential” status of the student.

In addition to financial payments, students from certain categories (for example, orphans) can qualify for free food and accommodation in a hostel, compensation for travel expenses, the provision of free books, stationery, etc.

According to the law, social scholarship payments must continue even if the student leaves for academic leave, maternity leave or child care leave for up to three years.

Who can receive: first-year students who are eligible to receive a state social scholarship and show excellent academic performance.

Conditions for receiving: the highest social scholarship is usually provided to students enrolled in undergraduate programs (1st-2nd year) provided that they study without grades. In senior years, in most cases, bonuses for good academic performance are not provided or they are significantly reduced.

Documents: in addition to a certificate from social security and other documents confirming the right to a social scholarship, the student will need to provide copies of the grade book for the required period (semester or year), copies of published works, information about scientific and social work certified by the dean.

Dimensions: an increased social scholarship should increase the student’s income to the subsistence level. Thus, taking into account the social and academic scholarships you receive, you can count on an increase of no less than 6,307 rubles. Some universities establish gradations of payments depending on the course of the scholarship recipient and his social situation. For example, at MSTU. Bauman increased social scholarship for orphans, disabled people and military veterans in the 1st-2nd year is 12,800 rubles, and for other groups of students receiving state social assistance - 8,800 rubles. For master's students, an increased social scholarship at the same university is calculated in relation to the basic academic scholarship (multiplied by 1.5).

One-time financial assistance

Who can receive: students who find themselves in difficult financial or life situations.

Conditions for receiving: One-time financial assistance to a student can be awarded:

  • in the event of the death of one of the parents or a close relative;
  • at the birth of a child;
  • when spending on expensive medical care for yourself or close relatives;
  • in emergency situations (accident, loss of property due to fire, robbery, etc.).

Documents: In addition to the application for financial assistance, the student must provide the following supporting documents to the dean’s office or scholarship council:

  • death certificate of a relative;
  • pregnancy certificate or child's birth certificate;
  • medical report on the need for expensive treatment or receipts confirming the purchase of expensive medications;
  • a police certificate about theft;
  • certificate of income for the last six months, etc.

Dimensions: The amount of financial assistance payments to students is determined individually, depending on the situation and characteristics of the student, and usually ranges from 2 to 5, in some cases - up to 12 social scholarships.

Preferences and benefits for orphans and students without parental care

Students left without parental care have the right not only to receive a social scholarship, but also to compensation for material costs incurred during their studies (expenses for books, clothing, travel, etc.). The scope of benefits is established by Federal legislation, but regions have the right to assign additional preferences to students with this status. Individual universities have the same right, since part of the compensation is paid from their budget. To receive these preferences, the student must submit documents confirming his orphan status to the academic unit or scholarship council (see above). In addition to cash payments, students left without parental care have the right to priority check-in into a dormitory and free accommodation.

According to the law, state support is provided to persons with orphan status only up to 18 years of age. However, after entering a university, the right to preferences is extended to 23 years.

Type of compensation

In addition to the usual social scholarships and financial assistance, some universities provide additional programs assistance to low-income students. For example, at Moscow State University, students who are in the database of needy students can count on payments in the amount of 7,200 rubles. within six months. At MEPhI, well-performing students from low-income families can apply for a scholarship from the Abramov-Frolov Charitable Foundation in the amount of 12,000 rubles. Gifted students can also receive a scholarship from the “Five with a Plus” program from the “Creation” charity foundation in the amount of 3,500 rubles. The scholarship is provided for on a competitive basis students with excellent academic performance who have shown good success in various competitions and olympiads, sports competitions, scientific activities.

Please note that a social scholarship does not exclude the student from receiving other payments, grants and benefits. In particular, as a recipient of a social scholarship, with excellent academic performance and active participation in scientific, social and sports life, you can also receive:

  • academic scholarship (from 1,400 rubles depending on the university);
  • increased academic scholarship (from 6,000 rubles in Moscow);
  • bonuses for active participation in creative, social and sports events (RUB 1,000-8,000 depending on the university);
  • scholarship from the Government of the Russian Federation (RUB 1,440);
  • scholarship from the President of the Russian Federation (RUB 2,200);
  • personal scholarship from the Ministry of Education (400-2,000 rubles);
  • personalized scholarships from regional authorities (for example, personalized scholarship Moscow Government - 6,500 rubles);
  • scholarships established by various foundations, public organizations, companies and individuals (for example, a scholarship from the TeleTrade group of companies - 10,000 rubles, the Potanin Foundation - 15,000 rubles, BP - 20,000 rubles).

Finally, we note that university administrations do not always take the initiative to notify students about the benefits and scholarships that they are entitled to according to the law and internal rules.
