The commander of the 160th Guards Tank Regiment, Yuri Budanov, was arrested on March 27, 2000 on charges of kidnapping, rape and murder of eighteen Elza Kungaeva.

Colonel Budanov, who went through the First Chechen Campaign and had several wounds, was awarded the Order of Courage in January 2000.

According to the materials of the preliminary investigation, at about 1 am on March 27, Budanov arrived in the village of Tangi in an infantry fighting vehicle. The colonel himself explained that in the area where the regiment was located, female snipers were acting on the part of the militants. Budanov interrogated Kungayeva, although, according to his testimony, her relative was not among the suspects. During interrogation, the officer strangled Kungaeva, and then ordered to bury the body. A few hours later, Budanov came to major General Valery Gerasimov, Acting Commander of the West Group and wrote a confession.

During the entire investigation and trial of Budanov, the question of his mental state remained open. On December 31, 2002, the North Caucasian District Military Court found Budanov insane and released him from criminal liability. Pardon and threats

Even after Budanov ended up in the colony, passions continued to boil. For example, petitions for clemency filed by convicts provoked violent protests from human rights activists and the Chechen community.

Shooting in the center of Moscow

On August 30, 2011, a certain Magomed Suleimanov was detained, who in reality turned out to be a native of Chechnya, Yusup Temerkhanov. The suspect refused to cooperate with the investigation. According to law enforcement agencies, Temerkhanov, whose father died during the counter-terrorist operation, decided to take revenge on Budanov. Temerkhanov did not know the specific killers of his father, and decided to deal with the one whom “the whole of Chechnya hated”.

On July 6, 2012, the Main Investigation Department of the TFR in Moscow brought Temerkhanov a final charge under clause "l", part 2 of Article 105 of the Criminal Code of the Russian Federation. According to this document, the accused killed the former colonel of the Russian army "for reasons of political, ideological, racial, national or religious hatred or enmity, or for reasons of hatred or enmity towards any social group." In addition, he was charged with illegal arms trafficking (Article 222 of the Criminal Code of the Russian Federation).
