The Russian government has decided to complete the famous glass skyscraper near the Yugo-Zapadnaya metro station in Moscow. The building on Vernadsky Ave., 82, bldg. 5 is proposed to be included in the Federal Targeted Investment Program for 2017 and planned 2018 and 2019. To complete the reconstruction project worth 8.7 billion rubles. planned by 2021. Information about this is contained in the bill on the federal budget for these years.

The materials to the draft budget indicate that funding is allocated in accordance with the state program "Development of Education" for 2013-2020. Construction of a building “located on the same land plot with the main campus of RANEPA (Russian Academy of National Economy and Public Administration under the President. - RBK), will almost completely solve the problem of the shortage of space in the Academy in Moscow, ”the explanation says. In addition, the completion of the reconstruction will "eliminate the damage caused to the architectural appearance of the city."

Academic long-term construction

The decision to build the Zenit business center was made back in 1989. The initial project assumed that courses in international business for students of the Academy of National Economy (the name of the university before the reorganization) would be held here. The project was initiated by the rector of the academy, Abel Aganbegyan, who agreed on the implementation of a large-scale project with the Italian company Valany International.

According to the development plan in a 20-storey multifunctional complex with an area of \u200b\u200bover 100 thousand sq. It was planned to place a five-star hotel with 300 rooms, retail space, a conference hall, a gym, a restaurant and underground parking for 400 cars. About 35 thousand sq. m was planned to be allocated for offices, and 15 thousand sq. m was to be occupied by the business school itself. The building, for which the well-known Soviet architect Yakov Belopolsky was responsible (he also worked on the building of the Great Moscow Circus on Vernadsky Avenue and the monument to Yuri Gagarin on Leninsky Prospekt), was a giant crystal sheathed with reflective mirrors.

Valany International, which became the general contractor of the construction, attracted a loan of $ 50 million under the guarantees of the Soviet government. Construction began in 1992, and in two and a half years it was planned to commission the facility. However, by the time the building was 80% ready, at the end of 1994 the anti-mafia operation "Clean Hands" took place in Italy. As a result, almost the entire management team of Valany International was accused of complicity with the Sicilian mafia, the company's accounts were frozen, and at the same time the construction of a training complex in Russia was suspended.

The debt for the unfinished Zenith and other Soviet obligations became part of negotiations between VEB and the Paris Club of creditors in 2001. A year later, in 2002, the Russian government transferred to VTB VEB's commercial business, which included the Zenit lending business. In turn, the Ministry of Finance in 2004 included the demand for this loan in its claim against the Higher School of International Business OJSC, arresting the Zenit building, which was on the balance sheet of the Higher School of International Business. The latter received the object by order of Abel Aganbegyan.

After a long-term arrest last year, the object was transferred to the RANEPA, which made it possible to unfreeze the construction site, Vedomosti wrote.

Training only

Unlike the original project, the new one does not provide for areas for a business center, RANEPA vice-rector Igor Danilov told RBC. “The usable space will be roughly divided equally between the hotel and the classrooms,” he said. “At the same time, the price includes both all the finishing and modern equipment of the building, as well as a complete replacement of the building's facing.” The final distribution of areas and the appearance of the building will be clear only after the completion of the design, Danilov noted. According to him, the study of the building's supporting structures, carried out over the past year and a half, has proven that they are in excellent condition, and the skyscraper can be completed. “However, definitive conclusions will only be drawn after detailed research,” he says.

At one time, the construction of this object was one of the most advanced, but, unfortunately, it was never completed, complains the chief architect of the UNK Project bureau, Yuliy Borisov. “As a result, the city received one of the most famous long-term construction projects,” he says. “The fact that the project will be completed will have a positive effect on the city's appearance.” At the same time, the architecture of the complex looks modern and quite appropriate for this part of the city, the architect concluded.

Building height - 22 floors. It is assembled from metal and concrete. The metal frame was designed in Moscow, and the building was built on special machines on the Apennine Peninsula in Italy and then reassembled in Russia.

The idea for the project was borrowed from a building in Bologna, Italy. In Moscow, Yakov Belopolsky took up the project, but he did not want to embody the idea of \u200b\u200banother architect and added “broken” crystals to the concept.

"Blue Tooth" was conceived as the third building of the Russian Academy of National Economy and Civil Service under the President of the Russian Federation (RANEPA), then - as the largest business center in the capital. On the top floor of the building they wanted to make the main restaurant of the city called "Mash". But all plans failed.

Construction of the building began in 1990, but 14 years later the construction was “frozen” due to funding problems. By that time, the skyscraper was 95% ready. It had a 10-story atrium with panoramic lifts and escalators, a swimming pool and a concert hall. Bathtubs were installed in the apartments, electrical networks, air conditioning systems were installed.

In 2011, the facility was transferred to the Academy of National Economy. The territory is guarded and unauthorized entry is prohibited, but earlier vandals managed to ruin the high-rise both from the inside and outside.

The federal government has already allocated money for the inspection of the "glass" and the development of project documentation. Currently, surveys and measurements of the object are underway. The challenge for the specialists is to check the stability of the building. All surveys are planned to be completed within a year.

The fate of the long-term construction has not yet been decided. But there are several options for the development of events. The first is to complete the building and reinforce the structures, the second is to replace individual elements of the building and complete the construction.

In January 2017, at the auction, a company was identified that will develop the project and reconstruct the long-term construction. The financing issue has been resolved, the contractor can complete the building in two or three years. It remains to wait for the results of the survey.

Why famous? First, because it is gigantic: 100 thousand square meters. Secondly, because it is wildly expensive: $ 100 million was invested in its construction. Thirdly, his story is scandalous and even detective (see below). And fourthly, the building is unusually spectacular: a futuristic composition of beveled volumes faced with mirrored glass. No wonder he has established several nicknames: "blue crystal" or "blue tooth".

For Moscow in the early 90s, this was a real breakthrough. There were no buildings here at that time, completely mirrored, no glass of such radical forms. Although this trend has existed all over the world for a long time and managed to acquire a taste of commercial architecture. Academician Aganbegyan discovered the immediate source of inspiration in Italy, it was an office building built by Luciano Perini. The academician, who was then in great power, wanted to build something similar in Moscow for his Academy of National Economy.

The classic of Soviet modernism, Yakov Belopolsky, got down to business, who (together with the young architect Nikolai Lyutomsky) significantly transformed the original idea, leading it away from the banalities of Euro-modernism to almost Suprematist forms. Of course, if you look at it, there is nothing supernatural in the architecture here, the move is the same everywhere: different-colored volumes are arranged, and then a certain segment is cut off at the top of each. However, the plots that arose - for example, the grotesque image of a pitched roof - were very amusing and anticipated many attempts to modernize national forms (in Eric van Egerat in particular).

UPD: end of June 2012: ATTENTION of all beginners and experienced, c. those who have not reached 18! The object is fully guarded. This building belongs to the Academy of National Economy and State. services under the President of the Russian Federation. Penetrating into this object, you cross two territories at once! Sensors are installed inside the building, with the triggering of which the video recording from cameras begins. They are imperceptible, only if you look very closely, you can see. Security there from several people (more than 7 for sure), after being noticed, are taken to a separate office and handed over to the cop Money and tearful prayers are not accepted. This guard appeared a month ago, before them, according to them, at least once a week the corpses of people aged 11 and older were taken out of the building. These are not jokes or provocations, the author of this description had a conversation with the shift supervisor. He is not inventing anything (the person is fully adequate and will not be scared just like that). There were many cases when boys dragged girls and pestered them on pain of flying the girl out of the window. Many suicides try to settle scores here. They catch these both day and night!
As for the unfinished building itself: it will be demolished soon. The demolition project is under development and will soon become a reality. Visiting this building has become life-threatening! The building is skewed with a difference of one floor (!), It can be seen only from one side, but the building is "crawling" faster and faster. Please think and don't come here! Have pity on the security and, first of all, your life! And their parents.

Not far from the station. m. South-West is an extremely popular place - the unfinished business center "Zenith". The building has been abandoned almost since the 90s, during which time an insane number of people have visited the Zenit business center. Naturally, the building was overgrown with many local legends and unofficial clicks: "Blue (blue) Tooth", "Crystal", "Lump", "Bluetus" :) There is a lot of information on this object on the network, even the media wrote about it not one and not twice, so I will not describe in detail the footage of the building and the history of construction, because firstly, not interesting, secondly, everything is googled. I will only say that the good old Bluetooth still amazes with its huge size and underground atmosphere.

The object is guarded. Several years ago, when there were no guards inside the Tooth, it was not difficult to get there for free. Then, according to rumors, a couple of corpses were taken out of the elevator shaft, some of the newly appeared stalkers were bitten by stray dogs, and the guards moved to the first floor of Glyba. Of course, the throughput regime has not become much tougher, but now you almost always have to pay.

Why did we go there? Well, I used to climb a lot. Then he grew up a little and practically stopped, but my brother started climbing :) Then he grew up a little too, some time passed, and this spring we decided to climb the old objects. Moreover, I continue to experiment with cross-process, and for such trashy shots I need suitable interiors.

In general, since there are so many people going to the Tooth, it's okay if I write how to get there, so that the pioneers do not puzzle.

I must say right away that we have not prepared at all. Not only did I run out of tape, and I practically didn’t shoot anything, but they also got on the wrong security, as a result of which they got banned. That is, in fact, they were not successful.

Now in order.

How to find. We leave the metro at the metro station. Southwest. We are looking for McDuck. From McDuck, the Lump is already clearly visible (yes, in general, and is visible from the metro).

There are three ways to get into the Tooth.
The first way is to pay nothing to anyone. The territory can be accessed through the fence from the street. Academician Anokhin (in summer the grass is trampled in this place, and in the winter a path is trodden in the snow :)) Then we walk through the territory, pretending to be a boot, we do not burn, we go around the Block on the right. We see a rather low fence, an abandoned UAZ of the Loaf type, and a staircase that leads into the Tooth. We pass inside, then the main thing is to quietly go upstairs, without meeting with the guards. The route looks like this.

The second way is to pay everyone. On the street We approach Koshtoyantsa at the checkpoint, make an agreement, enter the territory, then break directly to the protection of the Tooth, make an agreement, go through. The route looks like this.

The third method is combined. We climb over the fence, already inside the Tooth we are looking for protection and agree. We used just this method.

Since the Lump is a huge atrium with mirrored windows, not a lot of light gets inside, especially in cloudy weather, and electricity was not supplied everywhere) In general, a tripod can come in handy. They can still brush off the dogs, so it's better to take, of course. And a flashlight! Don't forget the flashlight!)

Despite the fact that everything is beaten and plundered, the place is extremely interesting.

In short, wander for your own pleasure. The view from the roof, in my opinion, is not very good, since the area is not the most picturesque, but inside the building, of course, is impressive.

Now a few words about how we were kicked out of there)
We got into the Zub, found a security room, went to negotiate. We look: there is a self-made punching bag hanging from the ceiling, some kind of dog bristled and somehow not comfortable) Well, we shouted, called the security - no one came out. It was scary to come closer because of the dog.

We spat, feet in hand, and upstairs. It was then that we were removed :) The guards below did not respond, tk. went upstairs to bypass the building. In general, when we ran into them nose to nose, it was already difficult to explain what we supposedly wanted in an amicable way) We could not agree with them, and we were escorted to the exit. The guys-guards, both big and gopov, escorted us out in a surprisingly civilized manner, without even swearing.

So we did not manage to climb thoroughly, but we were not particularly upset, since we had already been there, and we did not hope to find anything new.

In general, they got to the wrong security, but experience suggests that usually there are no problems with them.
