Experts note that the level of negative impact of a flood depends on a number of factors, including autumn moisture recharge and soil freezing, snow reserves, the intensity of spring snowmelt, precipitation and temperature conditions in late March and early April. Based on these data, as well as indicators of freezing and autumn soil moisture, we can say that the scale of the flood in the Orenburg region this year will be higher than the average level.

First Vice-Governor of the Orenburg Region Sergey Balykin stressed that preparations for the 2017 flood, the assessment of the flood threat is taking into account this forecast and taking into account the analysis of past years. Taking into account the existing flood threats and the emerging spring situation, an analysis of the possible development of the flood was carried out in all municipalities. It shows that in the worst-case flood situation, 227 settlements in 39 municipalities fall into the flood hazard zone.

There are 44 low-water bridges in the region, the design of which provides for flooding during flood periods. In the worst case of flood conditions, 55 settlements fall into the temporary isolation zone.

In all municipalities and regional departments, an audit and check of the readiness of watercraft and water rescue equipment is carried out. In total, during the spring flood period, more than 700 small vessels belonging to municipalities, various organizations and individuals can be used.

To accommodate the population from areas of possible flooding, it is planned to deploy up to 160 temporary accommodation points.

“We have nine hydraulic structures in the region that have a large supply of water. Separate monitoring is underway at the Iriklinsky and Sorochinsky reservoirs, in the Orenburg region, and a number of other territories. We need to preserve water in the reservoir, ensure that the riverbeds are naturally cleaned, and, at the same time, not cause harm to the residents of nearby villages. A serious task is to check the watercraft; more than 700 boats are ready. In the next one and a half to two weeks, municipalities will prepare all the watercraft,” Balykin said.

He also said that the readiness of 3-4 municipalities is being checked every day without warning. All municipalities must be in full readiness by March 20.

“Taking into account the preliminary weather forecast for March and early April, this year’s flood will not be easy. But a flood is not only a river overflow. Spring has already shown itself in populated areas. Thaws, rains, mountains of snow on the streets and in courtyards, ice on roads, sidewalks and local areas, accumulations of snow and ice on the roofs of buildings and structures, impassable conditions of roads inside neighborhoods. I can continue the list of problems about which the regional government receives numerous complaints from residents of the Orenburg region. All this is not a natural anomaly, but in most cases a consequence of shortcomings of municipal authorities and housing and communal services,” Berg said.

According to the governor, clear interdepartmental cooperation is necessary to protect both residents of the region and life-support facilities from the flood and its consequences.

It should be noted that three operational groups have been created on the basis of the regional department of the Ministry of Emergency Situations, each of which includes 40 personnel and 10 units of all-terrain vehicles to work in emergency situations. To help during the flood period, detachments of the federal fire service and operational groups of local garrisons of fire and rescue units in municipalities are on standby.

If necessary, more than 10 thousand people and 2.4 thousand units of equipment can be involved in rescue work during a flood. In 2017 The region received two all-terrain “floating armored personnel carriers” - BTR-80, which in case of an emergency will help evacuate people from the flooded area.
