One of the intelligent species with highly developed collective consciousness and telepathic abilities, but not capable of displaying emotions. They behave friendly, but only for their own needs. The Galactic Federation (a Council consisting of several intelligent civilizations), which was created several million years ago, with the aim of studying the migration routes of intelligent life and preventing the invasion of brute forces from other galaxies into ours, provides the necessary assistance to our civilization. According to the documents of the "Main Directive" and the "law on self-determination" the Council is prohibited from interfering in the development of civilization, if it has not asked for such help. Until recently, this also applied to the Earth.
In the galaxy, there are also other interplanetary associations of extraterrestrial races, mainly dictatorial devices. Each of these associations includes one main civilization and several captured planets with their civilizations, and naturally they would like to consider the Earth their own. All these associations need a conscious decision to join the Earth's civilization. This is an indispensable condition.
In 1954, the first meeting of the US government with the alien race "Tall Whites" (the race of Scandinavians) took place, the purpose of which was to raise the spiritual and intellectual level of earthlings (to teach us a better life - but only with our consent). As a condition, they demanded to dismantle and destroy all our nuclear weapons and not come into contact with another race, which we call the Grays, promising, in the event of an agreement, to help us get rid of this race of "invaders". When asked whether they were ready to transfer new technologies to us in response, the Scandinavians refused (they do not like the way humanity treats its planet, the inability to properly use the developments already at our disposal and therefore do not intend to share their high technologies with us).
Shortly after the failed negotiations, two meetings were organized with other races, including the so-called Grays. They told a story or a convenient legend about their race (supposedly, they are dying out due to the changed conditions on their planet, therefore they are looking for opportunities to preserve their civilization). In this case, an agreement was reached.
The agreement with the Grays, reached in 1954, contained the following:
- the aliens will not interfere in the internal affairs of the United States and vice versa;
- Earthlings (US government) will keep the presence of aliens on our planet a secret;
- the aliens supply the United States with progressive technologies and help them in technological development; this assistance will only concern the American nation;
- they are allowed to periodically and in limited quantities take people to their place for medical research and observation of their development, but on condition that all these people remain safe and sound, will return to the place of their capture and will not remember what happened to them;
- underground bases will be built for the aliens, two of which will be designed for joint use by aliens and the American government (it was supposed to exchange technologies at the joint bases).

Further, projects were developed for the modernization of existing and the creation of several new underground multi-tiered bases for separate or joint work with an alien race. As it turned out, the US made the wrong choice. They preferred to receive advanced alien technology in exchange for abductions (medical experiments on them and possibly cloning). By 1955, it became apparent that the aliens had violated the agreement. It turned out that they capture a huge number of people not only in the United States. It is unknown how many people are not returned by them. It was found that at least we are talking about many hundreds of thousands of people captured in America, Europe and Asia. There is no direct aggression on the part of the Grays yet, but their insidious designs and actions that violate the "Laws of the Universe" are manifested, but there is no war. Accordingly, the actions of earthlings should not be aggressive - not attacking. Nevertheless, the question is about the fate of earthly civilization and therefore it is necessary to look for opportunities to move the grays away from the Earth. Nowadays, humanity is being denied more and more self-determination. Its development is controlled, and consciousness is controlled. We are more and more persistently pushing towards degradation to the level of a simple consumer of our own products, averaged and controlled. What previously belonged to the sphere of personal responsibility of each individual, more and more passes into the hands of the state. These forces always remain in the shadows. They got their name for very white (like chalk) skin, thin, almost straight blonde hair (usually short-cropped) and high growth (height 1.8 - 2.4 meters and weight from 60 to 120, but look thin and fragile). They live for about 800 Earth years and somewhere after 400 years they begin the second stage of growth, which can reach almost 3 meters.
They have attractive facial features: large, elongated slanting blue eyes, small noses, ears close to the head and colorless lips.
Conversational speech resembles a dog's barking or a bird chirp, but some Tall Whites can reproduce human speech and even conduct normal dialogue with people (some do it so well that they cannot be distinguished from normal human speech over the phone). Also, with the help of special devices, they can reproduce human speech right in the head of the listener. They learn English quite easily, and their writing resembles ancient Egyptian hieroglyphs. They buy large batches of adult and children's clothing from the catalogs of a number of well-known American trading companies, but they usually wear "aluminized" white coveralls with gloves and helmets that resemble partially open motorcycle helmets. Unusually, their suits emit a kind of luminous shell 5-7 centimeters thick, the brightness of which can vary from soft to dazzling, which can damage human eyesight. 
In general, they are very dismissive of people and can even kill a person (if there is a threat), but sometimes they can provide help if they see that they need it.
Regarding the possible colonization of the Earth by the "Tall Whites" - it is unlikely, especially since they could have done this for a very long time. Small reconnaissance ships are assembled on the ground, partly from components supplied by some American companies according to alien specifications.
They want to continue friendly relations with the American government and use the bases provided. The exchange of some high technology also appears to be very valuable to the US military, although the Tall Whites have made it clear that they will only share some elements of it.
