Extended day group for large children. An extension course at school for large children is paid or free

Yes, this opportunity is provided for by the terms of the maternity capital program (MSK), starting in September 2014. But this can be done only if the youngest child for whom the certificate was issued already 3 years old... To begin with, let's give an answer to this question about paying for child support in an extended day group (GPA) directly from the director of one of the Moscow schools:

Now about the payment of the extension by the parent capital in more detail. In accordance with the changes introduced by the Government Decree of July 14, 2014 No. 648 in "Rules for the use of maternity capital for the education of children and the implementation of other costs associated with the child's education", the MSC certificate can be used not only directly for education, but also to pay for childcare and supervision services in educational organizations - moreover (kindergartens), but also primary, basic and secondary general education (that is, in schools, gymnasiums, lyceums).

The introduction of these changes was associated with the entry into force of a new law in 2013 "On education in the Russian Federation"... Article 66 of this law, which regulates primary, basic and secondary general education in Russia, paragraph 7 provided for the possibility of creating conditions in schools "For supervising and caring for children in extended day groups".

For the provision of appropriate services, the founder of the educational institution (usually municipal authorities) has the right to independently set parental fee and its size... In this case, with the parents a contract is drawn up on the provision on a paid basis of supervision and care services in the extended day group (GPA), containing:

  • a list of the school's obligations to look after and care for the child;
  • calculation of the amount of parental payment for the provision of relevant services;
  • requirements for the timing and frequency of payment in accordance with the payment schedule;
  • details of the bank account to which the payment is to be transferred.

In addition to the contract, no additional documents from the educational organization will be required to pay for the extension with maternity capital.

For the use of funds from the capital, the contract may indicate the corresponding clause that payment is made at the expense of funds according to the certificate, taking into account the terms according to which the money is transferred from the FIU.

Maternity capital funds are transferred to the school details specified in the contract cashless way.

  • First payment is carried out within 10 working days from the day the Pension Fund makes a decision on satisfying the submitted, which itself is considered for no longer than 1 month.
  • Subsequent payments are carried out in accordance with the terms specified in the contract for the provision of paid services for the supervision and care of a child in the GPA.

UPD: the amount of benefits and payments has increased since January 1, 2018. See the benefits section of the website for the exact information.

With the birth of a third child, in addition to the appearance of another family member, its status changes - the family becomes large. As it turned out, this status gives certain bonuses. Now the paperwork takes very little time, and it's quite easy. So, as soon as you receive the birth certificate of the third child, you can draw up the main document of a large family - a certificate of a large family. This can be done at the MFC, for which you will need birth certificates of children and parents' passports, two photos of parents, as well as account details to which money will be transferred for compensation. The certificate is ready the next day after the submission of documents. In the same place, in the MFC, you can apply for the following benefits:

For reimbursement of expenses for an apartment - 522 rubles per month.

Compensation for an increase in the cost of food for a child under three years old - 675 rubles per month.

Compensation for the growth in the cost of living for each child under 18 years old - 600 rubles per month.

Compensation for using a landline telephone - 230 rubles per month.

If there are schoolchildren in the family, then every year they are entitled to 5000 rubles for the purchase of school uniforms.

In addition, you no longer need to pay for kindergarten, and when you come to enroll your third child in the kindergarten, you will be put on a priority queue, which practically guarantees a place in two years. School lunches for school-age children will also be free.

One of the parents and children from 7 years old can get a social card in the same place at the MFC, according to which it is possible to receive discounts in stores and travel for free on public transport.

In many schools for children from large families, free extended courses are introduced at the discretion of the administration.

In the children's clinic, children under 7 years old will be prescribed prescriptions for 18 liters of milk per month, and children under 6 years old are entitled to free medicines if a doctor prescribes.

On certain days, admission for large families to many museums is free or at a significant discount. For example, the Vasnetsov house-museum on Prospekt Mira for large families has free admission on Saturdays; the entrance to the Museum of the Armed Forces costs 100 rubles. The entrance to the zoo is always free.

If you have a car, parking in Moscow will be free for you. But the permit must be renewed every year. You can not pay transport tax for one car.

Two years ago, the item "major repairs" appeared in the receipt for payment of the apartment. There, in the MFC, you can get a 50% discount on its payment.

If the average total income of your family, divided by each member, is below the minimum subsistence level (16 426 rubles), then your family is considered poor and you can apply for additional benefits by confirming this status.

Dear Parents!

The school provides a service of 20 or 30 hours per week (see different agreements). Payment takes place before the child starts visiting the GPA (if there is a concluded agreement) by bank transfer. The Care and Care service starts with the beginning of the lesson after your child's last lesson. GPA schedule will be compiled after completing the group at the rate of 20 hours per week (or 30 hours). Study the contract carefully.

With the beginning of the 2015-2016 academic year in the capital, they again started talking about a paid extension at school. Memories of those times when it was possible to stay after school for free, the teacher helped with homework and played, and after lunch they put them to sleep, as if in kindergarten, still warm the soul. Now you have to pay for every extra move. Up to the fact that homework is done with the child. Not packed over the norm? Only supervision and maintenance are guaranteed.

What happens in practice?

The concept of supervision and care is deciphered in Art. 2, clause 34 of Federal Law No. 273-FZ as “a set of measures for organizing meals and household services for children, ensuring that they observe personal hygiene and daily routine”. That is, the teacher of the extended day group (GPA) walks with the children, accompanies them to the circles and just monitors the safety in the class.

Schoolchildren occupy themselves, organize, even manage to come up with games within their own class. Someone was more fortunate - they put sofas at school where you can relax after a school day, someone less - just spread a rug where children play with old toys brought from home, and even, oh, hateful, read. Some conscientious teachers are willing to do their homework with first graders and for free, but how long will it last? Teachers also need to eat.

How much does the after school cost?

The size of the parent board is set to 359.
The maximum payment for GPA is 4,000 rubles.
The minimum fee for GPA is 300 rubles.
The average payment for a GPA is 2,350 rubles.

In addition to the fact that the parent enters into an agreement for the child's stay in the extended day group, all information about the paid extension of the school must be published on the official website of the educational institution. This is how the school ensures the availability and openness of the document on the establishment of the size of the parental payment for the GPA (subparagraph 4.1 of paragraph 2 of article 29 of the Federal Law “On Education in the Russian Federation”).

An example of a contract for the provision of supervision and care services in a school organization:

How is the fee formed?

According to paragraph 8 of Art. 66 of the Federal Law "On Education in the Russian Federation" for the supervision and care of a child, the founder of an organization carrying out educational activities has the right to establish a fee charged to parents (legal representatives) (parental fee), and its amount, unless otherwise provided by Federal Law.

The process takes place in stages:

Step 1: The school calculates the fee for the extended day group.

Step 2: Placement by the school in the LC (personal account) of the EKIS (Unified Integrated System) of the amount of the fee for the GPA and a copy of the approval protocol by the governing council.

Step 3: Registration and signing of the package of documents.

Step 4: The school receives the approval of the founder (read the Moscow Department of Education) from the EKIS.

In layman's terms, the Governing Council met and decided that extended care can be made free of charge to large families, low-income families and single mothers, while everyone else can be paid. The minutes of the meeting are drawn up, the decision is approved by the Department of Education and the notorious paid supervision and care begins.

Some schools (and there are almost a few of them left) manage to keep extended day groups free or partially free: until 15:30 stay in the GPA is free, from 15:30 to 19:00 - for a fee, for example. These are schools that are included in the top rankings of the capital, which due to their prestigious position in the top 20, etc. receive grant funding and can afford to spend part of these funds to pay for the work of a GPA teacher.

If you suddenly decide to ask the Department of Education about the legality of payment for an extension, you will get this answer:

I always want to eat

In addition to the cost for an extension, you also need to pay for meals. You can give lunches with you, but such cases are extremely rare. Lunch costs about 100 rubles (about a few rubles more).

Here, those with many children are more fortunate - they are guaranteed a free lunch at the federal level. In accordance with the Decree of the President of the Russian Federation dated May 05, 1992 No. 431 "On measures of social support for large families" large families have the right to provide their children with free meals (breakfasts and lunches), school uniforms and so on.

Other categories that qualify for a free lunch are also selected by the School's Governing Body. In most educational institutions, the needy were classified as privileged. To confirm the status of a low-income family, you must bring a certificate from a multifunctional center - it is issued upon presentation of a parent's passport and a child's birth certificate, if you are already receiving monthly benefits.

Here's what parents write:

Maria Ivanova: - At our school, a parent can choose: either pay 25 rubles per hour and in a group of about 40 people, or pay exactly 2200 rubles per month and in a group of up to 30 people. The extension works until 18:15.

Natalia Kuznetsova: - 2080 rubles with kopecks - prolongation until 18:15, 1390 rubles - extended until 16:15.

Valeria Shevtsova: - We have a paid extension. 3800 rubles until 18:00.

Elena Ivanchenko: - In our first classes it is free until 15.30, then paid until 19.00 - 2000 rubles per month. Large and single 50% discount.

Zhanna Litvinova: - Free at school in Krylatskoye.

Anastasia Strelnova: - It all depends on the school. So far we have been able to leave a free extension. We don't know what will happen next.

Natalia Egorova: - Until 3:00 pm, the extension costs 1,500 rubles, until 6:00 pm - 3,000 rubles.

Irina Mishina: - Since this year, the gas in the gymnasium has a paid -32 rubles per hour, lunch - 100 rubles.

Evgeniya Shulga: - In our school it is still free.

Irina Mikhailova: - Prolongation for 3 hours a day - 2000 rubles, for hours a day - 4000 rubles. Plus, lunches come out 2000 rubles a month.

Svetlana Pozdnyakova: - We are in an ordinary school in the suburbs. The prolongation is free, an afternoon snack costs 45 rubles. First graders even sleep on the day after school.

Ksenia Afonina: - We can choose: either a paid extension or a free one. Only they don't do free lessons, they don't attend clubs. And paid - 4000 rubles.

Marina Vertova: - We have paid and free. You can't pick up with a free one earlier.

Maria Sad: - An extension until 19:00 costs 1144 rubles. Plus lunches - 108 rubles a day. The teacher, although he is not obliged to do the lessons, but promised. If two children from a family attend an extended program, then they pay only for one.

The article was prepared by Maria Danilenko.

In October 2014, parents of young schoolchildren had to face a paid extension for the first time. There is no single figure that is paid in Russian schools for prolongation - the sums are called 600 to 17,000 rubles, depending on the locality. In the provinces, a smaller payment must be made for the service, in the regional centers - a larger one.

Paid extension at school

According to part 7 and part 8 of Article 66 of Federal Law No. 273-FZ "On Education in the Russian Federation" in an educational organization (that is, at a school) may be conditions have been created for the supervision and care of children in extended day groups... For supervising and caring for children in extended day groups founder educational organization entitled to chargecollected from the parents of minor students, and its sizeunless otherwise provided by this Federal Law. The founder has the right to reduce the amount of the specified fee or not to charge it from certain categories of parents (legal representatives) of minor students in the cases and procedure determined by him.

The Minister of Education and Science of the Russian Federation Dmitry Livanov explained that it is necessary to make a distinction between the so-called "extension" - the child's stay at school after school, "where he is fed with meals and walks with him", which is paid by the state within the framework of the federal educational standard, and after school additional activities that the school offers for money.

Paid extension at school at - 2019 - 2019: how much it costs, schedule, conditions

Communication with classmates and peers after school helps the child to find friends, and therefore become more confident. Here, the guys can calmly chat, play joint games, join hobby groups. For first-graders, the extended program, by rallying the class, facilitates the period of adaptation to school. (Read more about adaptation to school in our article).

This point is very important, especially for first graders, when the period is adaptation to school, getting used to the new regime and training loads. Many children no longer go to bed at this age, but primary school children should be able to lie down to rest. The school, unfortunately, cannot give this.

School benefits for families with many children

These are only school benefits. In fact, there are many more of them. But there is one benefit that I have never dared to take advantage of. This is an extraordinary admission of children from large families to children's clinics. No matter how you get your ID on your hat) People in the queues are tired and angry.

It often happens that when a child goes to first grade, some sections, circles, music schools, etc. appear in his life. So it happened to us. Alexandra has been studying choreography at the Children's Art School for 4 years now. School education is paid. But we, as a large family, have a 100% discount on payment. That is, we study for free.

Extension at school in 2019-2019

An after-school or after-school group involves organizing extracurricular activities for students. The law allows schools to decide for themselves whether or not they want to create an extended day group. But in most educational institutions they still work, since this is a real salvation for working parents. Most often, the extended program works only for elementary school, but sometimes for middle school students.

  1. The child can get tired of long time in school and an active program. Fatigue usually leads to irritation and unwillingness to go to school in the morning.
  2. Lack of personal space can also negatively affect the psychological state of the student.
  3. The food in the school cafeteria, despite its usefulness, is rarely tasty.
  4. In bad weather, children spend most of their time at their desks, and this negatively affects not only their psychological state, but also their health. Most students do not sit properly at desks, which increases the risk of curvature of the spine.

Prolongation at Russian schools will be paid

“When this law was passed, we warned of possible social consequences,” Smolin explains. - To which our opponents replied that the law provides for the possibility for municipalities to cover all expenses. But do they need it? The regions have holes in their budgets of about 1 trillion 700 billion rubles. Even wealthy Moscow does not want to voluntarily give up parental money. But we intend to submit for examination to the government within a week a bill returning the free extension. It will not require additional funding. The level of funding for schools has not changed over the past year. "

“In our school, the total cost of additional education, prolongation and meals can be more than 12 thousand rubles a month,” says Tatiana Savchenok, mother of a student at gymnasium No. 1584 in the Moscow district of Kuntsevo. - We asked to justify the cost of this. In neighboring areas, prices are almost a third lower. However, no one has presented the calculation methodology. The amounts are extortionate and unaffordable for many. Sorry for children from disadvantaged families. Previously, they were busy and fed at least during the extended period, but now they will wander the streets of the district. Child mortality and injuries will follow. ”

On what basis is the cancellation of the extended course at school? ─

As many parents believe cancellation of extended school ─ This is an illogical and harmful decision. In many Moscow schools, parents have already received information that the extension will be paid. This means that not all parents will be able to afford to pay their children for a prolongation, while getting the opportunity to work.

The cancellation of the extended school day requires decisive action from the parents, the mother must leave work and monitor the child at home or hire a nanny. Cancellation of extended school worries not only parents. The State Duma is considering all issues related to extension at school.

Is the lesson over? Pay

A free extension at the gymnasium remained for families with disabled children, children whose both parents are disabled groups 1 and 2, as well as for orphans and students left without parental care. Large families can count on a 50% discount. However, benefits are not provided for single-parent families. We are talking about situations when, for example, a student has a father, and the mother is deprived of parental rights, or when a child is raised by a single mother, or there is a mother, but, unfortunately, the father died. But this is an example of a specific school - the list of benefits is determined by the governing councils themselves.

After-school groups are now not considered educational services, that is, the child does not study there, and the school only provides assistance to the family in looking after the children. An appropriate agreement is concluded between the parent and the administration of the institution. In fact, this means that while parents are busy at work and do not have time to raise their children, they transfer these functions to the school, just as they can assign them to relatives or a nanny. Supervision and care, Olga Tertukhina, chairman of the interdistrict board of directors in the North-Eastern Administrative District, explained to the RG correspondent, - this is a whole range of measures. This includes food, and household services (wet cleaning of offices and disinfection), and walks in the fresh air, and outdoor games, and circles. All this at gymnasium 1554, which she heads, was estimated at 3,500 rubles a month.

Evening rate or who will pay for the extension at school

As Oleg Smolin said, in this case, there is no arbitrariness from the school administration. School principals are guided by section sixty-six of the Education Act, which came into force in the new academic year. In particular, the law says that the GPA is not an educational program of a school, but an additional service for looking after a child, and that is why the state is not obliged to pay for this type of activity of a general educational institution. Therefore, the management of schools, gymnasiums and lyceums has the full right to set one or another tariff for this service, by prior agreement with the prefecture or the city administration.
Smolin also explained that at the time of signing the law, everyone was warned that various social consequences could arise. To which the opponents of the law replied that the cities have a municipal budget, which should allocate money for these activities. However, according to Smolin, none of the opponents of the paid extension did not ask if the heads of regions and municipalities should take responsibility for paying for the extension in schools. It's no secret for a long time that many regions have budget deficits exceeding a trillion rubles, and not a single school refuses "voluntary" parental contributions, even in such a wealthy city as Moscow. Smolin also said that his department is ready to provide all the necessary documents for examination, which will constitute a new bill that can return free extended day groups. This law will not require additional financial investments, but do not forget that the level of funding for schools will remain unchanged for now.

Many parents whose children went to first grade or attend elementary school were surprised by the fact that the prolongation, which has been free everywhere since the Soviet Union, suddenly costs money. And this money, by the way, in most cases is not even very symbolic, as some heads of secondary educational institutions try to show. A special commission was created in the State Duma, since the government of the Russian Federation began to receive many complaints from the parents of students. A statistical table was compiled according to the tariffs that are now established in Russian schools. The representatives of the commission drew up a special schedule, which marked the regions with the highest prices for GPA, and especially noted those where the tariff is especially high in relation to the average salary. According to the indicators provided by the monitoring service, the range of prices across the Russian Federation, and even within the regions themselves, is significantly high. For example, in schools in Belgorod, the GPA will cost parents from nine hundred to one and a half thousand rubles. In Chelyabinsk schools, this figure reaches six thousand rubles, with a minimum amount of six hundred "wooden", the parents of schoolchildren from Orel will give up to one and a half thousand for their child, but Moscow, as always, has become the leader, here the maximum payment for an extension comes to twelve thousand rubles ... As practice has shown, some schools do not provide any benefits to low-income families and disabled people, and no one can explain how the payment for the GPA is formed.
