According to 5. Order of the Ministry of Education and Science of the Russian Federation of February 15, 2012 N 107 The rules for admitting citizens to municipal institutions for training in basic general education programs must ensure the admission of citizens to these educational institutions, who live in the territory of the municipal district, urban district , assigned by the relevant local self-government bodies to a specific municipal institution (hereinafter referred to as the assigned territory), and entitled to receive a general education (hereinafter referred to as the assigned persons) 1.

According to clause 6 of the specified order The assigned persons may be refused admission only due to the lack of free places in the institution.

In case of refusal to provide a place in an institution, the parents (legal representatives), in order to resolve the issue of placing a child in another institution, apply to the local self-government bodies in the field of education of the corresponding municipal district, urban district.

According to clause 16 of this order, the acceptance of applications to the first class of institutions for assigned persons begins no later than March 10 and ends no later than July 31 of the current year.

Enrollment in the institution is made out by order of the head of the institution within 7 working days after the documents are received.

For children who are not registered in the assigned territory, but registered in the territory of the municipality (a subject for Moscow and St. Petersburg), the acceptance of applications for the first grade begins from August 1 of the current year until the filling of empty seats, but no later than September 5 of the current year. The order for enrollment in the first grade is issued no earlier than August 1 of the current year.

Institutions that have completed admission to the first grade of all children registered in the assigned territory are entitled to admit children who are not registered in the assigned territory before August 1.

According to clause 12 of this order, the admission of citizens to the institution is carried out at the personal application of the parents (legal representatives) of the child upon presentation of an identity document.

The institution can receive these applications in the form of an electronic document using public information and telecommunication networks.

In the application, the parents (legal representatives) of the child indicate the following information about the child:

a) surname, name, patronymic (last

her - if available);

b) date and place of birth;

c) surname, name, patronymic (last

her - if any) of the parents (legal representatives) of the child.

Parents (legal representatives) of the child present the original and a photocopy of the child's birth certificate, the original and a photocopy of the child's registration certificate at the place of residence in the assigned territory.

Parents (legal representatives) of a child who is a foreign citizen or stateless person additionally present duly certified copies of a document confirming the applicant's relationship (or the legality of the student's rights) and a document confirming the applicant's right to stay in the Russian Federation.

Foreign citizens and stateless persons, including compatriots abroad, submit all documents in Russian or together with a duly certified translation into Russian.

That is, you have the right to refuse if you have a temporary registration.

The child must be accepted without fail. In other schools, children are admitted to vacant places at their choice; in a school not "by registration" they will have to compete with others if there are more applicants than vacant places.

Article 43 of the Constitution of the Russian Federation states "The availability and free of charge of preschool, basic general and secondary vocational education in state or municipal educational institutions and enterprises are guaranteed."

The issues of getting education in our country are regulated by the Law "On Education in the Russian Federation", all by-laws cannot conflict with it.

Law "On Education of the Russian Federation"

The rules for admission to study in basic general education programs must ensure the admission of all citizens who have the right to receive a general education of the corresponding level, unless otherwise provided by this Federal Law.

The rules for admission to state and municipal educational organizations for training in basic general education programs should also ensure the admission to an educational organization of citizens who have the right to receive a general education of the corresponding level and live in the territory for which the specified educational organization is assigned.

In admission to a state or municipal educational organization can be refused only due to the lack of free places in it, except for the cases stipulated by parts 5 and 6 of this article and article 88 of this Federal Law. In the absence of places in a state or municipal educational organization, the parents (legal representatives) of the child, in order to resolve the issue of his placement in another general educational organization, apply directly to the executive authority of the constituent entity of the Russian Federation in charge of state administration in the field of education, or to the local government body in charge of in the field of education.

Mechanism for the implementation of the right to receive affordable education

The procedure for admission to schools is detailed in Art.

The Law on Education in the Russian Federation gives parents the right to choose educational institutions. In practice, this means that upon admission to grade 1 in accordance with Order No. 32, upon admission to a school "at the place of residence", a child must be admitted on a priority basis. In order to implement the guarantees of accessibility, first all children assigned to the school at their place of residence are admitted, then to the remaining places of all those who have chosen this school, regardless of their place of residence.

If there are no vacant places in the assigned school, the child must be placed in another. But at the same time, no one restricts the right to choose a school, you can enter any school, but only for free places. As stated in the law, the school has no right to refuse admission if there are free places.

The right to choose a school is retained after admission

Upon admission to school, the requirements established by the Order of the Ministry of Education and Science of Russia dated March 12, 2014 N 177 "On approval of the Procedure and conditions for the transfer of students from one organization carrying out educational activities in educational programs of primary general, basic general and secondary general education, to other organizations, apply. carrying out educational activities on educational programs of the appropriate level and focus ", which also provide freedom of choice of schools. In fact, upon admission during the academic year, the priority in admission for those living in the assigned territory ceases to apply, because can not refuse anyone.

The first grades of Moscow schools accept children who, on September 1, will be at least 6 years old and 6 months old and no more than 8 years old. Parents or legal representatives can enroll a child in the 1st grade of a Moscow school.

2. How to enroll a child in 1st grade?

If your child will go to the 1st grade of the same school of which he is a preschool student, it is enough to write an application.

When submitting, you must indicate three schools: one of them must be a school of territorial attachment, the other two are optional.

Children who are registered in areas attached to the school are enrolled first, and then, if there are vacancies, children who are registered in areas not attached to the school.

If you are undecided on the choice of a school, find it using the service of the Moscow Department of Education and Science.

Registration of electronic applications for admission to the 1st grade of Moscow schools begins on December 15 of the year preceding the year of the beginning of training and ends no later than September 5 of the year of the start of training.

3. What documents are required for the appointment?

To submit an electronic application to the site for registering a child, you will need:

  • passport details of one of the parents or legal representative;
  • series and number of the child's birth certificate;
  • the child's registration address at the place of residence or stay in Moscow;
  • SNILS (required for registration on the site).

4. What happens after the application is submitted?

After registering an electronic application within 30 days, you will receive A message in your personal account on the site or an email.

Visit the school taking with you:

  • identity document of the parent (legal representative);
  • child's birth certificate;
  • Certificate of registration of the child at the place of residence - form No. 8, certificate of registration at the place of residence - form No. 3. "\u003e Certificate of registration child;

Foreign citizens and stateless persons must additionally provide:

  • document confirming the relationship of the parent and the child; *
  • a document confirming the right of the parent (legal representative) to stay on the territory of the Russian Federation. *

Within 7 working days after receiving the documents, the child will be enrolled in school.

All foreign documents are provided together with a notarized translation into Russian.

5. What to do if a child needs special learning conditions?

According to the law, the admission of citizens to educational institutions is carried out in accordance with:

The Constitution of the Russian Federation;

Law of the Russian Federation dated 10.07.1992 No. 3266-1 "On Education";

Federal Law of 25.07.2002 No. 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation";

Model Regulations on a General Education Institution, approved by Decree of the Government of the Russian Federation No. 196 dated 19.03.2001;

Order of the Ministry of Education and Science of the Russian Federation dated February 15, 2012 No. 107 "On approval of the Procedure for the admission of citizens to educational institutions" (entered into force on May 7, 2012);

Letter of the Ministry of Education and Science of the Russian Federation dated June 28, 2012 No. IR-535/03 "On the rules for admission to educational institutions";

Normative acts of the administrations of the districts of the city in which the child lives;

The charter of the educational institution;

Local acts of the educational institution, regulating the procedure for admission.

The procedure for admission to educational institutions of foreign citizens, stateless persons and their registration is carried out on the basis of the Federal Law of 25.07.2002 No. 115-FZ "On the legal status of foreign citizens in the Russian Federation." Persons who are not citizens of the Russian Federation and citizens of the Russian Federation who do not have registration are admitted to educational institutions in the direction of the district administration.

To enroll a child in school, parents need to prepare the following documents:

A copy of the birth certificate with an insert confirming Russian citizenship;

Medical card in the form 0-26 / U-2000, approved by order of the Ministry of Health of the Russian Federation

dated 03.07.2000 No. 241 (certificate of the possibility of studying at a general education school);

Certificate of registration of the child and parents or persons substituting them (form No. 9 or certificate of the internal affairs body on registration of residence, or certificate of the Migration Service);

Preventive vaccination certificate;

Application (sample provided at school).

An educational institution has the right to announce the admission of citizens

only with a license to conduct educational activities for the relevant educational programs.

An educational institution is obliged to familiarize applicants, parents (legal representatives) with the charter, a license to conduct educational activities, a certificate of state accreditation, inform about the procedure for admission to this educational institution, about the work of the selection committee and the procedure for filing an appeal.

The educational institution provides applicants, parents (legal representatives) with the opportunity to familiarize themselves with the content of educational programs and other documents regulating the organization of the educational process.

Children aged 6-7 years are admitted to the 1st grade. Education of children under six and a half years old by the beginning of the school year should be carried out in compliance with all hygienic requirements for the organization of education for children of six years of age.

Of course, they can enroll in the 1st grade, even if they are not yet six and a half years old. But in this case, you need to consult with a psychologist. It so happens that intellectually a child is ready for schooling even at the age of 5, but his physical capabilities will not allow him to withstand the load of a first grader, as a result of which fatigue will accumulate, stress and neurosis are possible.

Sometimes a child, for some reason (for example, for health reasons), cannot go to school from the age of 7. In this case, for medical reasons, the child goes to the 1st grade after 7 years (at 8 or 9 years).

Admission of citizens to the 1st grades of educational institutions is carried out by application.

However, since 2013, admission to schools has been based on the child's registration. The district administration, together with the municipal districts, assigns a microdistrict to each educational institution in order to take into account the children living in this territory and subject to training in educational institutions for the realization of children's rights to receive education. This means that the preferential right when enrolling in an educational institution is enjoyed by:

Children living in the immediate vicinity of an educational institution in accordance with clause 2.1.6. SanPiN 2.4.2.1176-02;

Graduates of the preschool stage of this educational institution (meaning a kindergarten at a school).

Parents have the right to choose an educational institution and are responsible for the timeliness and appropriateness of such a choice.

If the parents have chosen a school for their child from another municipality or region, then this is possible, but in this case, the time for applying for the 1st grade will be somewhat delayed. Parents can apply for enrollment in the 1st grade from March 1 to August 31, but from March 1 to August 31, those parents who live in the immediate vicinity of the school apply, according to the list of addresses assigned to a particular school.

From August 1, those parents who have chosen a school for their child from another municipality or region that do not belong to them have the right to apply to the school.

When recruiting citizens who are not registered in the assigned territory to vacant places, citizens who have the right to priority provision of a place in an institution in accordance with the legislation of the Russian Federation and regulatory legal acts of the constituent entities of the Russian Federation have the priority right.

In accordance with the Federal Law of February 7, 2011 No. З-ФЗ "On the Police" (Article 46), this benefit is established for the following categories of citizens:

Police officer's children;

Children of a police officer who died (died) as a result of injury or other damage to health received in connection with the performance of official duties;

Children of a police officer who died as a result of a disease received while serving in the police;

Children of a citizen of the Russian Federation dismissed from police service due to injury or other damage to health, received in connection with the performance of official duties and excluded the possibility of further service in the police;

Children of a citizen of the Russian Federation who died within one year after dismissal from the police service due to injury or other damage to health received in connection with the performance of official duties, or as a result of an illness received during the period of service in the police, which excluded the possibility of further service in the police ;

Children who are (were) dependent on police officers, citizens of the Russian Federation specified in the above paragraphs.

In accordance with the Federal Law of May 27, 1998 No. 76-FZ "On the Status of Servicemen", this benefit is also established for the following categories of citizens:

1) children of military personnel at the place of residence of their families (Article 19);

2) children of military personnel who died (died) during military service, who underwent military service under contract and who died (died) after dismissal from military service upon reaching the age limit for military service, for health reasons or in connection with organizational staff - new activities.

Due to the lack of vacancies in the institution;

If there are medical contraindications.

In this case, the district administration provides the parents (legal representatives) with information about the availability of vacant places in educational institutions in the given territory (in this microdistrict, district) and ensures the enrollment of children in an educational institution.

Applications for enrollment in the 1st grade are accepted from March 1 to May 15 of the current year. The number of classes and their occupancy are established by the state educational institution in agreement with the founder within the limits of the budget allocated to the institution. To accept documents, the head of the educational institution creates an admission committee. The chairman of the selection committee is the head of the educational institution. The regulations of the selection committee are approved by a separate order (decree) of the head of the educational institution and are brought to the attention of the population. Before the start of accepting documents, the admission committee informs:

On the list of educational programs for which the admission of documents is announced, and the timing of their development in accordance with the license;

About the list of addresses assigned to this educational institution;

About the planned number of places by class and educational programs.

To accept a child in an educational institution, parents (legal representatives) submit an application in the form. The required documents must be attached to the application for admission to training. When accepting an application, the administration of an educational institution must familiarize itself with the identity document of the applicant in order to establish the fact of kinship and the powers of a legal representative.

Applications for the admission of a child to an educational institution must be registered in the register for accepting applications for the 1st grade.

After registration of the application and the package of documents, the applicant is issued a tear-off control coupon, which indicates:

Incoming number of the application for admission to the educational institution;

A list of the documents submitted and a mark on their receipt, certified by the signature of the secretary or the person responsible for receiving documents and the seal of the educational institution;

Information about the educational institution (name according to the charter, number and date of issue of the license, its validity period, number and date of the certificate of accreditation of the educational institution);

Where and when you can get information about the rules of admission to an educational institution;

Terms of notification of enrollment in 1st grade, contact numbers for information;

The telephone number of the territorial education authority for obtaining information on the availability of vacancies in other educational institutions and filing an appeal.

Enrollment for training is carried out in strict accordance with the registration register and the order of submission of applications specified in it within the planned places. The registration number of the application for the registration book must match the number of the control coupon issued to the parents. If the number of applications submitted exceeds the number of planned places, the educational institution is obliged, together with the founder, by June 1, to resolve the issue of increasing the number of classes scheduled for opening and admitting children to this educational institution in the educational institution, or to take measures to admit children to another educational institution. located on the territory of the subordinate district, taking into account the actual residence of the child and the opinions of the parents (legal representatives).

If the number of applications submitted is less than the number of planned places, the educational institution is obliged, together with the founder, by June 1 to decide whether to continue accepting applications to this educational institution until August 25 of the current year or to reduce the number of classes scheduled for opening in the educational institution and take measures to admitting children to another educational institution located on the territory of the subordinate district, taking into account the actual residence of the child and the opinions of the parents (legal representatives).

If the deadline for submission of the application is missed or the application is refused due to lack of places, the applicant can apply to other educational institutions where there are vacancies, to the educational authority at the place of actual residence. The founder is obliged to take measures to arrange for the child to undergo training, as a rule, in the educational institution nearest to the place of his actual residence.

After the end of the acceptance of applications, enrollment in an educational institution is formalized by order of the head of the educational institution as the classes are completed, but no later than September 2 of the current year, and is communicated to the parents (legal representatives).

At present, it is prohibited to enroll children in the 1st grade on a competitive basis (clause 3 of article 5 of the Law of the Russian Federation "On Education"): "The admission of assigned persons to general educational institutions of all types is carried out without entrance examinations (selection procedures)."

In some schools, most often in gymnasiums and lyceums, future first graders may be interviewed to understand what special individual abilities the child has. "Only state and non-state institutions that implement general education programs for children and adolescents who have shown outstanding abilities, ability to engage in a particular kind of art or sport, in order to fully meet the needs of students, provide mechanisms for identifying these abilities in children in the rules for admitting citizens to an institution" ( "The procedure for admitting citizens to educational institutions", p. 7).

In schools with non-competitive enrollment in the 1st grade, an interview is conducted with future students. The results of the interview do not affect the child's enrollment in 1st grade. The interview helps teachers and psychologists of the school take into account the individual characteristics of the child in the learning process.

From February 1, 2018, a new algorithm for admitting children to grade 1 of the school will be adopted in the Russian Federation. In the new year, enrollment will be different compared to previous years.

The Ministry of Education was notified that in order to enroll a child in grade 1, parents or legal guardians will need to go through certain procedures. Some of these procedures are filing an electronic application, processing a number of documents and waiting for a verdict from the school leadership.

Grade 1 School Entry Benefits 2018, Application Deadline

The application for admission to the school is issued within a certain time frame. They are combined into 3 categories, for which a specific time is set for submission of documents for the 1st grade of the 2018-2019 academic year:

  • december 2017 - 09/05/2018 - children with the right of priority admission, but if the child's documents are drawn up after 01/20/2018, then the benefits lose their validity and the child can be enrolled in grade 1 only if the school has free places for this;
  • 01/01/2018 - 06/30/2018 - children who are registered in the house, which is assigned to the chosen school, but if the documents are submitted later than the deadline, then the enrollment privileges lose their validity and the child is enrolled in the school in turn;
  • 07/01/2018 - 09/05/2018 - children living in other areas who are not assigned to the chosen school, but such children are enrolled in an educational institution only if there are not enough students.

Parents must submit applications strictly within certain deadlines, since when the documents are sent earlier than the specified dates, the child will be denied enrollment.

Moreover, an innovation in 2018 was the electronic application for admission to grade 1 at school. To use this service, you must register with the Unified Identification and Authentication System. If there is no authorization for this service, then there is no possibility to submit an electronic application. Information about the use of the ESIA is available on the website of the Ministry of Telecom and Mass Communications of the Russian Federation.

Benefits for admission to school in the 1st grade 2018, beneficiaries

Children have the right to participate in the primary enrollment wave:

  • whose parents work in the power structures of the country, or have worked earlier, but were dismissed for health reasons;
  • whose parents work in the chosen educational institution;
  • whose parents work in the executive, fire, customs service, state drug control, were dismissed due to health conditions or died during the performance of official duties;
  • whose parents died as a result of fulfilling their official duties or an illness that appeared during the performance of official duties or within a year after being dismissed from service due to poor health;
  • whose brothers or sisters are already receiving education in the chosen educational institution;
  • who have official proof of disability.

Only one parent or legal guardian can apply for enrollment in the 1st grade of a child in an educational institution.

Benefits for admission to school in the 1st grade of 2018, who is enrolled and under what conditions they are denied admission

A child between the ages of 6.5 and 8 is eligible to be enrolled in the first grade. There should not be any contraindications in terms of the child's health.

If the age of the child whom they want to enroll in grade 1 exceeds the norm, then an application is required to be sent to the school administration, who will then make a decision about enrollment. Prior to this procedure, parents or guardians must necessarily obtain permission from the executive government bodies that are in charge of the school.

Tests for admission to grade 1 are not established.

There may be 2 reasons why a child will be denied admission:

  • lack of free places in classes (SanPino norms provide for the presence of no more than 25 students in a class);
  • lack of required documents.

If the applicants were refused for one of the reasons, then they must contact the education department, where they will prompt a school with a free number of places.

After the application is completed, parents are required to provide the school administration with a package of documents within 3 working days:

  • a document that confirms the identity of the applicant (passport of a citizen of Russia, temporary identity card);
  • child's birth certificate (copy and original);
  • documentary evidence of the primary right of admission to study (if any);
  • a copy of documentary evidence of the place of registration / actual residence;
  • medical card and medical insurance policy;
  • the conclusion of the psychological, medical and pedagogical commission, confirming the possibility of studying according to the school curriculum before reaching 6.5 years or after the full 8 years (if necessary).

Foreign citizens and those who do not have citizenship at all will need to provide documents that will confirm the family ties of the applicants or the legality of representing the interests of the future first grader. Also, all documents must be translated into Russian in special. bureau and notarize them. If the submission of documents is delayed, the child will be denied admission.
